Training And Certification Manager

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work:
The Training and Certification Manager oversees the management, administration, and compliance assurance of training and certification within the Authority Operations Center (AOC) at MDTA.
Duties and responsibilities for this position include, but are not limited to, the following:
- Responsible for the development of training programs, operational/technical certifications, and delivery of standardized training programs;
- Prepare customized programs and author new training materials;
- Train employees on Coordinated Highways Action Response Team (CHART) specific topics including familiarization with applicable custom software and devices, standard operating procedures, traffic incident management duties, and communication protocols;
- Serve as the Project Manager for the CHART Reporting Tool;
- Prepare and monitor the annual training budget by conducting meetings, analyzing data, and estimating program costs;
- Monitor staff work and track AOC's performance indicators;
- Research new training programs and courses to further develop the AOC workforce;
- Perform routine quality control procedures on events by utilizing the Regional Integrated Transportation Information System (RITIS) and CHART Reporting Tool systems;
- Ensure AOC staff are aware of training opportunities available to assist with their career advancement and professional development; and
- Coordinate with MDTA's Office of Human Resources and Workforce Development (OHRAWD) division and MDTA's Operations training unit.
Employees in this position will report directly to the Authority Operations Center Manager. This work requires the operation of electronic traffic detection and communications systems. Employees are considered "Safety Sensitive" and may be required to work shifts that include evenings, nights and weekends based on the operational training needs for staff on rotating schedules. This position requires travel to regional MDTA facilities to perform essential duties.
