Assistant Division Chief, Program Development Division
The State Highway Administration's (SHA) Office of Planning and Preliminary Engineering (OPPE) Program Development Division is recruiting for an Assistant Division Chief (Administrator VI Supervisor) position in Baltimore, Maryland. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of work:
The Assistant Division Chief is responsible for planning, directing, and supervising the major functions of the Program Development Division (PDD) within the Office of Planning and Preliminary Engineering. This position is responsible for the development and quality control of SHA's quarterly Capital Program submissions to the MDOT Secretary's Office (MDOT TSO). The Assistant Division Chief is responsible for managing SHA's program within the Department's Capital Management and Programming System (CMAPS) application, which is used to produce both quarterly program submissions and the Draft and Final Consolidated Transportation Program (CTP) reports.
In addition, this position is responsible for providing and presenting funding allocation and expenditure summaries and analyses using charts, graphs, and spreadsheets to program managers, project managers, and Senior Managers throughout SHA every month, and for oversight of the Statewide Planning and Research (SPR) Program. The SPR program supports essential tasks and SHA offices across the state. This program has significantly increased in size and scope.
It has been converted to a primarily federally funded program, thereby increasing the importance of monitoring program expenditures and project deliverables for SPR Project Managers and their respective Senior Managers. The Assistant Division Chief supervises two professional positions: the CTP Development Manager and the System Preservation and SPR Program Manager. This role requires extensive coordination and liaison work with all SHA Offices, SHA's Senior Management Team, and the staff of TSO.
Minimum Qualifications:
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Six (6) years of administrative staff or professional work. Selective
Qualification:
Three (3) years of experience performing professional transportation planning work, fiscal and program management work, or financial accounting/budgeting work. One (1) year of the experience must involve the supervision of other employees.
Preferred Qualifications:
The ideal candidate should have the following:
- Familiarity with MDOT's Consolidated Transportation Program
- Excellent written and verbal communication skills.
- Consensus building skills, process development/re-engineering skills
- Understanding and have experience with procurement and budget processes
- Thorough working knowledge of federal transportation planning and project development process requirements
- Ability to deliver projects on schedule
- Ability to work with elected officials and have excellent public presentation skills
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

- Employees in this classification may be assigned duties which require the operation of a motor vehicle.
- Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
- Employees in this position can expect to periodically represent SHA at meetings and other functions outside core business hours.
