This is a community engagement position that resides on our Community Impact team and reports to the Director of the Community Impact Team. The Community Outreach Manager leads a team of canvassers and volunteers dedicated to building meaningful relationships with Baltimore residents through direct, community-centered engagement. This role oversees outreach strategies that connect with residents where they live—through door-to-door canvassing, neighborhood meetings, community events, and other engagement efforts.

The Community Outreach Manager recruits, trains, supervises, and coaches outreach staff and volunteers, ensuring they are equipped to have productive conversations, accurately share information, and effectively represent the Office of the Council President. The manager develops and implements strategic outreach plans, tracks engagement metrics, identifies community needs and concerns, and collaborates with internal teams and community partners to strengthen civic participation, increase awareness of City programs and services, and foster long-term trust with Baltimore neighborhoods.
