CHIEF Program Officer; Program Manager Senior IV

The Chief Program Officer serves as a senior member of the Maryland Department of Health's Developmental Disabilities Administration executive leadership team, reporting to the Deputy Secretary. The role provides strategic oversight of the Community Pathways waiver program and State-funded services, ensuring person-centered, compliant, and fiscally sustainable operations for individuals with intellectual and developmental disabilities. The CPO directs program development, implementation, and continuous improvement while leading cross-functional initiatives and fostering partnerships across state agencies, providers, advocates, and families.

• Bachelor's degree from an accredited college or university
• At least ten years of progressively responsible leadership experience in human services, intellectual and developmental disabilities, Medicaid, or health care organizations
• Extensive knowledge of Home and Community-Based Services (HCBS), Medicaid waiver programs, and developmental disabilities policy
• Demonstrated expertise in federal and State regulations, strategic planning, and fiscal and grants management
• Proven ability to lead organizational change, manage multidisciplinary teams, and drive operational excellence
• Strong leadership, communication, and consensus-building skills with commitment to equity and person-centered services
