Salary Range: $66,702 - $110,023
Starting Pay: $66,702 - $89,362.50

This is a community engagement position thatresideson our Community Impact team and reports to the Director of the Community
Impact Team.
The Community Outreach Manager leads a team ofcanvassersand volunteers dedicated to building meaningful relationships with Baltimore residents through direct, community-centered engagement. This role oversees outreach strategies that connect with residents where they live—through door-to-door canvassing, neighborhood meetings, community events, and other engagement efforts.
The Community Outreach Manager recruits, trains, supervises, and coaches outreach staff and volunteers, ensuring they are equipped to have productive conversations, accurately share information, and effectively represent the Office of the Council President. The manager develops and implements strategic outreach plans, tracks engagement metrics,identifiescommunity needs and concerns, and collaborates with internal teams and community partners to strengthen civic participation, increase awareness of Cityprograms and services, and fosterslong-term trust with Baltimore neighborhoods.
This position plays a key leadership role in advancing the Council President's legislative and policy priorities by building authentic relationships with residents, mobilizing communities around shared goals, and ensuring community voices inform decision-making. The Community Outreach Manager ensures all outreach efforts are strategic, data-informed, culturally responsive, and aligned with the Council President's mission to advance equity, strengthen neighborhoods, and promote community-driven change across Baltimore.
ESSENTIALFUNCTIONS
- Lead resident engagement and mobilization efforts around legislative, policy, and advocacy initiatives addressing issues such as housing, public safety, education, public health, workforce development, transportation, environmental justice, and economic opportunity.
- Provide residents with clear,accurate, and nonpartisan information about public policies, government services, civic processes, and opportunities to participate in public hearings, community meetings, and advocacy efforts.
