The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This position will require moderate in-state travel to include in person visits at the 6 HRSD Operational Support Units.
POSITION DUTIESThis is a Management Service position and serves at the pleasure of the Appointing Authority.
ResponsibilitiesThe position provides managerial oversight to six regional operational support units and provides leadership for Department’s agency-wide program initiatives. The position manages all HR services within the state, providing guidance and direction to management, supervisors and employees.
Additional responsibilities include:
- Coordinates review of all Workday Transactions utilizing reports and daily review of inbox and notifications.
- Provides monthly statistical reports on operational productivity.
- Utilizes HR metrics and analyzes data and develops strategy to improve personnel practices.
- Conducts semi-annual performance reviews. Addresses and corrects performance and behavioural issues and applies disciplinary action as appropriates.
Applies, Interprets And Counsels Management Regarding Maryland Statutes, Personnel Policies, Procedures, Rules And Regulations Including But Not Limited To The Following
- State Personnel and Pensions
- COMAR Titles 10, 12 and 17
- Maryland Department of Budget and Management (DBM) policies
- Family and Medical Leave Act (FMLA)
- Reasonable Accommodations Policy and Procedure
- Classification and Compensation (NCP, Acting Capacity, Reclassification, Salary Exception)
- Injured Worker Insurance Fund (IWIF)/Workers Compensation Accident Leave and Temporary Total Disability (TTD)
- Employee Relations Disciplinary Actions/Grievances
- Union MOU
- Agency and Institutional Directives
- Serves as a departmental liaison with DBM for guidance on policy interpretation and implementation.
- Coordinates Departmental bi-annual Performance Evaluation Program to ensure compliance.
- Manages Departmental Onboarding process including in-person and remote orientation sessions.
- Manages departmental centralized email accounts and facilitates dissemination and completion of work product
- Manages the annual contractual renewal process ensuring timely completion and within budgetary guidelines.

Education:
Bachelor's degree from an accredited college or university
Experience:
Seven (7) years of progressively responsible professional HR experience (in Public Sector, Unionized, or 24/7 operational environment). Two (2) years must have included supervisory or managerial responsibility over HR staff in operational or service delivery functions within a large, complex organization.
Preferred Qualifications
- Experience managing high-volume HR operations efficiently while ensuring compliance, fiscal responsibility, and service delivery standards.
- Experience evaluating workflow efficiencies, implementing internal controls, and balancing operational demands within established budget and staffing constraints.
