Introduction
The Maryland Department of Commerce is seeking qualified
applicants for the position of Director, Office of Life Sciences (OLS) within
the Office of Strategic Industries in the Division of Industry, International,
& Innovation.
This is a Management Service position and serves at the

Main Purpose of JobThis position will provide strategic leadership and
direction to the OLS; recommend and implement the office’s budget and strategic
goals/plans; plan internal and external program functions, advocate for
projects, develop and manage internal operational policies and procedures; and
direct and organize the work of two subordinate positions. The OLS provides
comprehensive and coordinated programs focusing on job creation, capital
investment and new business formation within Maryland’s life sciences community.
This position will be responsible for three primary functions:
1) Business development and strategic marketing of the state's life sciences, medical technologies, and computational health sectors; including serving as an industry expert in efforts for attraction, expansion, and retention of life sciences businesses to and within the state;
2) Leveraging relationships with existing partner organizations and providing connectivity to core resources to create new life sciences enterprises; sustaining the growth of successful enterprises and leveraging Maryland’s unique federal and academic life sciences organizations to advance the state’s role as a global leader; and
3) Developing and implementing initiatives to foster industry-specific entrepreneurial business development, infrastructure assistance, workforce and talent development, and technology transfer and commercialization opportunities. To promote the state’s life sciences industry the incumbent will cultivate and conduct outreach, coordinate with various Commerce departments, serve as a representative of the state at industry-related conferences and represent the team on attraction and retention initiatives for life sciences companies.
The position manages the Life Sciences Advisory Board, providing planning and support for meetings and working group sessions; represent and promote Maryland’s life sciences industry nationally and internationally including organizing and managing Maryland’s presence, budget, and programming at the annual BIO International Conference, AdvaMED Conference, HLTH and other venues. Statewide travel and attendance at national and international conferences.
The selected employee must strong initiative skills, the ability to handle multiple, concurrent, and high-priority projects; have proven organizational, administrative, and project management skills; excellent written and oral communication and interpersonal skills to work with high level public and private sector officials and maintain effective working relationships. Proficiency with the Microsoft Office Suite, Google Suite, Salesforce and other relevant software is required.
QUALIFICATIONS
- Education:
Bachelor’s degree in life sciences, business, or a related field AND - Experience:
Ten (10) years of increasingly responsible experience in business or economic development in the life sciences industry. - An equivalent combination of education and experience in closely related fields may be considered.
- Demonstrated knowledge of and work experience in the life sciences, biotechnology, medical technology, computational health or similar industries.
- Experience with grants, budgeting, market research, financial analysis, business planning.
