SummaryThe Skilled Trades Program Manager provides strategic leadership, supervision, and operational administration and oversight for non-credit skilled trades programs, apprenticeship pathways, and workforce training initiatives offered jointly through Division 4 and Workforce, Career and Community Education (WCCE). This position ensures high-quality program development, compliance with Maryland and national Department of Labor standards, and alignment with regional workforce needs. The manager administers and oversees adjunct faculty and program staff, expands enrollment and revenue, and strengthens partnerships with industry, regulatory bodies, and community organizations.
The role requires flexibility in scheduling; there will be days and hours when the normally scheduled workday will not apply, including evenings, weekends, and peak operational periods.
Essential Role Responsibilities- Program Leadership & Development
- Lead the design, implementation, and continuous improvement of non-credit skilled trades courses, apprenticeship programs, and workforce training aligned with Maryland and national Department of Labor standards.
- Evaluate program viability using enrollment trends, financial data, employer feedback, and student outcomes.
- Develop new training programs to meet emerging workforce needs in fields such as automotive technology, machining, welding, manufacturing, electrical, HVACR, plumbing, Construction Management and related trades.
- Ensure all programs meet credentialing, regulatory, and apprenticeship approval requirements.
- Division 4 & WCCE Collaboration
- Serve as a cross-division leader working jointly within Division 4 and WCCE, ensuring seamless coordination of facilities, scheduling, staffing, and program delivery.
- Provide guidance to information specialists, student services, and enrollment teams regarding program pathways and course offerings.
- Compliance & Regulatory Oversight
- Maintain expert knowledge of Maryland Department of Labor (MDOL) and U.S. Department of Labor (USDOL) apprenticeship and workforce training standards.
- Register programs and secure approvals from credentialing, regulatory, and apprenticeship oversight bodies.
- Ensure compliance with state and federal reporting requirements, safety standards, and workforce development regulations.
- Partnerships & Community Engagement
- Build and sustain partnerships with skilled trades associations, employers, unions, workforce agencies, and community organizations.
- Represent the college at industry events, advisory committees, and community outreach activities.
- Develop pathway opportunities that support regional employment demands and strengthen apprenticeship pipelines.
- Financial & Operational Management
- Administer assigned cost centers, monitor expenses, determine profit margins, and ensure financial sustainability of self-supporting programs.
- Conduct analysis of financials, cost of instruction reports, enrollment and FTE data, and prepare narrative summaries.
