The City of Baltimore Development Corporation (BDC) is seeking a Director, Performance Management, who will be responsible for designing, implementing, and managing BDC's comprehensive performance measurement systems. Reporting to the VP, Research, Analytics & Economic Planning, the Director leads the development of key performance indicators, tracking frameworks, and reporting processes that measure organizational effectiveness and progress toward inclusive economic development goals.

This role ensures that BDC maintains data-driven accountability while demonstrating impact to stakeholders and the Baltimore community.

• Bachelor's degree in Business Analytics, Statistics, Public Administration, Economics, or related field required;
  Master's degree preferred
• Minimum 6 years of progressive experience in performance measurement, business intelligence, or program evaluation
• Minimum 2 years of experience in a supervisory or lead role
• Experience in economic development, public sector, nonprofit, or community development strongly preferred

• Experience with performance measurement frameworks
• Knowledge of database systems and data management best practices
• Demonstrated ability to develop meaningful performance metrics aligned with strategic objectives
• Strong analytical thinking with the ability to identify trends and provide actionable recommendations
• Excellent written and verbal communication skills with the ability to present complex data clearly
• Proven ability to collaborate across departments and with diverse stakeholder groups
• An interest in and ability to leverage new technology tools to support measurement and reporting

• Design and implement comprehensive performance measurement frameworks tracking organizational KPIs across all departments
• Develop standardized metrics for program outcomes, business impact, and community wealth-building
• Create tracking systems measuring progress toward Baltimore Development Corporation goals and strategic priorities
• Establish data-collection protocols ensuring consistent and accurate performance measurement
