Recovery Center of Maryland, LLC (RCOMD) is seeking an experienced, highly accountable, and mission-driven Executive Director to provide operational leadership for our residential substance use disorder treatment program in Baltimore, Maryland.

The Executive Director is responsible for the overall administration and day-to-day operation of the residential program, including regulatory compliance, program operations, staffing, quality improvement, performance management, census development, fiscal stewardship, and coordination of clinical and support services.

This is a hands-on leadership position for an experienced behavioral health professional who understands that excellent treatment outcomes require strong systems, consistent accountability, regulatory readiness, and compassionate leadership.

The Executive Director will work closely with the CEO/COO, clinical leadership, medical and nursing providers, compliance personnel, counselors, peers, residential staff, and community partners to ensure the program consistently provides safe, effective, person-centered, and compliant services.

Key Responsibilities Program Leadership & Operations Provide executive oversight of the daily operations of the residential treatment program.

Ensure residential services are delivered consistently with the organization's mission, policies, contractual obligations, and regulatory requirements.

Establish clear operational expectations, workflows, accountability systems, and performance standards.

Maintain an organized, safe, therapeutic, and recovery-focused residential environment.

Ensure adequate staffing and appropriate coverage across residential operations.

Identify operational problems quickly and implement sustainable corrective actions.

Provide regular operational and performance reports to executive leadership.

Regulatory Compliance & Quality Maintain continuous readiness for regulatory, payer, licensing, accreditation, and external reviews.

Ensure compliance with applicable Maryland behavioral health regulations, Behavioral Health Administration requirements, Medicaid requirements, HIPAA, and other applicable federal and state standards.

Work closely with Compliance and Quality Improvement leadership to identify and correct deficiencies.

Ensure required policies, procedures, personnel records, training, incident reporting, and program documentation are maintained.

Monitor corrective action plans and ensure deficiencies are resolved within established deadlines.

Participate in internal audits, quality improvement activities, risk management, and compliance initiatives.

Promote a culture in which compliance is incorporated into daily operations rather than addressed only when an audit occurs.

Clinical & Documentation Oversight The Executive Director will work collaboratively with appropriately licensed clinical leadership and will not replace functions that require independent clinical judgment or licensure.

Responsibilities include:

Ensure appropriate systems are in place for timely assessments, treatment planning, progress documentation, care coordination, medication reconciliation, transition planning, and discharge documentation.

Monitor documentation completion and program-level compliance indicators.

Ensure services provided are consistent with authorized levels of care and program requirements.

Coordinate with clinical supervisors regarding documentation deficiencies, treatment concerns, and staff performance.

Ensure individuals receive coordinated medical, psychiatric, clinical, peer, and case management services.

Support implementation of evidence-informed, trauma-informed, person-centered, and recovery-oriented practices.

Staff Leadership & Performance Management Provide leadership, supervision, and accountability for assigned program managers and residential leadership.

Establish clear expectations for staff attendance, productivity, documentation, professionalism, and performance.

Conduct regular leadership and operational meetings.

Work collaboratively with Human Resources regarding recruitment, onboarding, retention, performance evaluations, corrective action, and workforce development.

Ensure required employee training and competencies remain current.

Develop a workplace culture centered on professionalism, teamwork, accountability, respect, and excellent client care.
