Program Officer, RISE

The Program Officer (PO) will act as the main programmatic point of contact for assigned program areas within Jhpiego’s U.S. Government (USG)/Department of State (DOS) multi-country global health programming. Jhpiego’s global health programming supports integrated, sustainable health services including HIV;
Sustainability, transition and integration, Global Health Security (GHS), maternal, newborn, and child health; and other priority health areas across multiple countries. The PO will work in close collaboration with the DOS project’s core global team, relevant technical leads and contributors, and country offices to provide specialized support and guidance and to ensure timely completion of project milestones and deliverables.

This position is accountable for ensuring that strong program management methodology, practices and tools are being applied. The PO will proactively identify opportunities to improve or streamline management and implementation processes, ensuring efficient and effective program management and achievement of objectives. The PO will also contribute to budget development, tracking of expenditures, subaward development and/or consultant engagement as appropriate.

Leads & Proposals

• Provides specialized advice and support pertinent to generation of leads for Strategic Growth and Partnership (new business) opportunities aligned with the assigned program and technical area
• Serves as Program Lead for proposals of moderate-to-high complexity, integrating broader knowledge of the organization and overarching strategies where applicable
• Writes budget inputs, budget reviews, workplan matrixes and project management narrative sections used to inform and influence the development and design of moderate-to-highly complex proposals and overall development management
• Partners with Program Manager(s) and SGP liaisons to support highly complex proposal development
• Supports Country Directors and other stakeholders within Country Office(s) on leads development i.e. meetings with donors, initiating relationships between Country Director(s) and NPD liaisons, drafting concept notes

Start-Up Activities

• Facilitates workplan and milestone development and planning, identifying programmatic and budget inputs
• With the program team, facilitates detailed implementation planning including development of GANTT charts, RACI matrices, and other programmatic planning for startup
• Partners with members of the program’s management team to establish working parameters and guidelines
• Ensures that program team members are informed of activity plans, timelines, and other essential information needed for startup
• Acts as a partner and provides specialized support to USG DOS funded global health programming in the development of high-quality workplans and project charters in alignment with program strategy and scope

Implementation & Control Activities

• Independently conducts meaningful review and analyses used to inform the development of workplan activities, milestone and deliverables, and enhancements to program delivery approaches
• Interprets and advises teams on the effective application of program management practices and methodologies, ensuring compliance with DOS global program requirements, and Jhpiego’s internal Project Management tools and procedures (PM@Jhpiego)
• Manages and monitors program management standards, ensuring application to DOS program activities as assigned
• Identifies programmatic issues, concerns and gaps of high concern or impact to the delivery of services; initiates investigations / problem resolution within defined parameters and escalates as needed
