Bmore POWER is hiring a Site Leader to bring harm reduction straight to the streets of Baltimore City. This role is for people with lived or closely connected experience who believe care, dignity, and safety belong to everyone. You’ll lead outreach sites, keep teams supported and stocked, teach overdose prevention, distribute naloxone, and connect neighbors to real resources—while working side‑by‑side with an amazing peer‑led team.

You’ll guide the flow (not supervise), model safety and equity, and help make every outreach site welcoming, effective, and impactful. If you’re organized, community‑minded, calm under pressure, and passionate about harm reduction, we want you.

The Bmore POWER Site Leader is part of the Bmore POWER team, which includes people with experience related to drug use who provide harm reduction outreach, education, and advocacy. A key priority for this role is to conduct harm reduction outreach in communities across Baltimore City that are most impacted by overdoses and other drug use‑related harms.

The Bmore POWER Site Leader serves in all the same capacities with the same essential functions as the Bmore POWER Outreach Workers. Site Leaders additionally provide non‑supervisory leadership, guidance, and structure to Bmore POWER staff while conducting outreach activities and are responsible for ensuring that their assigned sites run smoothly, safely, and in alignment with expectations of the Bmore POWER Supervision Team, are well‑stocked, and function in such a way that results in effective community engagement and provision of outreach services.

Essential Functions
  • Monitor the outreach schedule and maintain open communication with staff scheduled to work outreach sites for which the Site Leader is assigned the Site Leader role. Ensure at least 3 team members in total will participate at the outreach site. If 3 team members are not available, notify a member of the Bmore POWER Supervision Team immediately.
  • Pick up harm reduction supplies and any other necessary outreach materials at times predetermined by the Bmore POWER Supervision Team. Transport supplies to outreach sites at times when scheduled to serve as the Site Leader. Having sufficient supplies for each outreach site is a critical component of appropriate Site Leader preparation and necessary for successful outreach.
  • Report to Bmore POWER Coordinator any unexpected or concerning incidents that occur during outreach as soon as practical but no later than 5pm on the next business day after the incident occurred. When an incident pertains to safety of an employee, participant, or community member, notify the Bmore POWER Supervision Team, the Associate Director, Bmore POWER, the Director, Harm Reduction, or Human Resources immediately or as soon as it is safe to do so.
  • Attend virtual and in-person meetings as required, including but not limited to:
    • Always Required - Weekly Bmore POWER Site Leader meetings,
    • Always Required - Weekly Bmore POWER All Staff meetings,
    • Always Required - BHSB All Staff meetings, and
    • Optional but encouraged - BHSB Information Sharing meetings to learn the greater work of the organization.
  • Conduct harm reduction outreach, both
    1) in the role of an Outreach Worker when scheduled to work a site to which another Site Leader is assigned and
    2) in the Site Leader role. Items below which are not bolded are expectations for when working as an Outreach Worker under another Site Leader. Items which are bolded are expectations for when assigned as Site Leader for an outreach site. During outreach:
    • Help other team members to set up and close down sites.
    • When serving as Site Leader, assume responsibility for ensuring all team members help to set up and close down sites, including yourself.
    • Whether serving as Site Leader or Outreach Worker, be prepared to perform any Site Leader duties if directed by any member of the Supervision team.
