Security Specialist

Responsibilities

• Serve as the district’s principal advisor and subject‑matter expert on physical security, classified information security, emergency preparedness, and continuity planning.
• Manage day‑to‑day operations, accreditation, and security compliance of multiple Sensitive Compartmented Information Facilities (SCIFs), ensuring adherence to Intelligence Community, Department of Justice, and national security policies.
• Develop, implement, and evaluate district‑wide security policies, procedures, and risk‑mitigation strategies to protect personnel, facilities, information, and government assets.
• Plan, coordinate, and oversee the installation, testing, maintenance, and lifecycle management of physical security systems, access control, intrusion detection, surveillance equipment, and other security technologies.
• Act as the district’s Communications Security (COMSEC) Representative, responsible for the receipt, accountability, safeguarding, and disposition of COMSEC materials.
• Administer personnel security programs, including security clearances, classified visit requests, SCI access coordination, security education and awareness training, and related reporting requirements.
• Develop and coordinate emergency preparedness, continuity of operations (COOP), and contingency planning to ensure mission continuity during emergencies and disruptive events.
• Establish and maintain collaborative partnerships with federal law‑enforcement, intelligence‑community partners, and other government agencies to coordinate classified operations, reciprocal security support, information sharing, inspections, and joint security initiatives.
• Represent the district during security inspections, vulnerability assessments, construction and renovation projects, and security working groups, ensuring compliance with federal laws, Executive Orders, DOJ directives, and Intelligence Community policies.

Responsibilities will increase in complexity as experience and proficiency are demonstrated.

• Initial appointment conditioned upon a satisfactory pre‑employment adjudication, including fingerprinting, credit and tax checks, and drug testing; continued employment subject to a favorable background investigation.
• Must be registered for Selective Service, if applicable.
• May be required to complete a one‑year probationary period.
• Must meet time‑in‑grade requirements within 30 days after the closing date of this announcement.
• Must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position.

To be qualified for the GS‑12 Security Specialist, you must possess one year of specialized experience equivalent to the GS‑11 level in the Federal Service. Specialized experience includes independently administering complex security programs, advising senior management on security policies, developing and evaluating security programs, coordinating security operations with federal agencies, planning and overseeing security system installations, and administering personnel security processes.

Eligible displaced Federal competitive‑service employees receive selection priority if the vacancy falls within ICTAP eligibility and the applicant is well‑qualified (meeting all qualifications and scoring 85 or better). Proof of eligibility (e.g., written ICTAP notification or separation personnel action form) must be provided.

Eligible surplus and displaced competitive‑service employees within the Department of Justice receive selection priority under the same criteria: vacancy within CTAP eligibility, well‑qualified status (meeting all qualifications and scoring 85 or better), and proof of eligibility submitted.

Eligible veterans who are honorably separated and either preference‑eligible or have completed at least three years of continuous active military service may apply and compete for merit‑promotion positions. A DD‑214 (Member Copy
