• The primary purpose of this position is to oversee and manage the enforcement operations of the Central Home Detention Unit.
• Supervise correctional officers, develop and implement policies and procedures, ensure enforcement operations comply with all applicable laws, regulations, and standards.
• Attend operational and management meetings, prioritize assignments to meet established deadlines, and evaluate operations to recommend improvements that enhance efficiency, effectiveness, and compliance.
• Daily Shift Supervision: direct supervision of Correctional Officer Enforcement personnel, Correctional Sergeants, and Police Communications Operators in office and community settings; ensure supervision and monitoring of home detention offenders at all times.
• After Business Hours Duties: receive and review after-hours Serious Incident Reports, assess urgency, and notify command staff per policies and procedures.
• Enforcement Duties: assist with enforcement operations as needed to ensure safe, efficient, and effective enforcement; assist with enforcement actions half a day per shift.
• Administrative Duties: perform collateral assignments, prepare monthly reports, assist with property accountability, and support management of the agency fleet.

• Education: High School diploma or high school equivalency acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
• Experience: Two years of experience leading the work of Correctional Officers in custody and security of adult inmates or in performing advanced work as a Correctional K-9 Officer or Correctional Internal Security Officer.
• Notes:
  • The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209.
  • Candidates may substitute additional education at an accredited college or university at sixty credit hours for one year of required experience, provided a minimum of 15 credit hours are in criminal justice or related social sciences.
  • Candidates may substitute equivalent State experience in other correctional classifications with daily inmate contact for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes for the required experience.

This position is limited to current Department of Public Safety & Correctional Services employees who hold the requirements for this classification and are currently on the Lieutenant's eligibility list. In addition, the candidate must be DPSCS Weapons certified.

• 1. Employees in this classification may be assigned duties requiring operation of a motor vehicle; must possess a Maryland motor vehicle operator's license.
• 2. Employees may be required to operate large vans for transporting inmates; must acquire a Class C Maryland driver's license.

• Must meet selection standards and successfully complete the Maryland Correctional Training Commission requirements during probationary period (including citizenship status, age, background check, oral interview, and medical exam).
• Employees hired or reinstated on or after July 1, 2016 must complete Entrance Level Firearms Training and demonstrate proficiency in safe firearms use and care periodically.
• Employees are subject to call-in 24 hours a day and must provide a reachable telephone number.
• Employees are subject to substance abuse testing according to Code of Maryland Regulations.
