Position Duties

The primary purpose of this position is to oversee and manage the enforcement operations of the Central Home Detention Unit. Responsibilities include supervising correctional officers, developing and implementing policies and procedures, ensuring compliance with laws, attending operational and management meetings, prioritizing assignments, and evaluating operations for improvements.

Job Duties
  • Daily Shift Supervision:
    Direct supervision of Correctional Officer Enforcement personnel, Correctional Sergeants, and Police Communications Operators in both office and community settings. Ensure effective supervision and monitoring of home detention offenders at all times.
  • After Business Hours Duties:
    Receive and review after‑hours Serious Incident Reports from agencies within the Department of Public Safety and Correctional Services. Assess the nature and urgency of each incident and make timely notifications to command staff in accordance with established policies and procedures.
  • Enforcement Duties:
    Assist with enforcement operations when staffing levels require support, ensuring safe, efficient, and effective execution of enforcement activities. Assist with enforcement actions one‑half day per shift.
  • Administrative Duties:
    Perform collateral assignments, including preparing monthly reports, assisting with property accountability processes, and supporting the operation and management of the agency's fleet of vehicles.
Minimum Qualifications

Education:

High School diploma or equivalency certificate accepted by the Maryland State Board of Education.

Experience:

Two years of experience leading the work of Correctional Officers in the custody and security of adult inmates or in performing advanced work as a Correctional K‑9 Officer or Correctional Internal Security Officer.

Notes
  • The educational requirement is set by the Correctional Training Commission in accordance with Article 8‑209.
  • Candidates may substitute additional education at an accredited college or university at a rate of sixty credit hours for one year of required experience, provided that a minimum of 15 credit hours are in criminal justice or related social sciences.
  • Candidates may substitute equivalent State experience in other corrections classifications with daily contact and custody of inmates for the required experience, provided the salary is comparable to that of a Correctional Officer Sergeant.
  • Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or specialty codes equivalent to a Correctional Officer Sergeant on a year‑for‑year basis.
Limitations on Selection

This position is limited to current Department of Public Safety & Correctional Services employees who are on the Lieutenant's eligibility list. Candidates must also be DPSCS Weapons certified.

Licenses, Registrations and Certifications
  • Employees may be assigned duties requiring operation of a motor vehicle; a valid Maryland motor vehicle operator's license is required.
  • Employees may be required to operate large vans; a Class C Maryland driver's license is required.
