Job Description

To provide technical support in the use of electronic and digital devices to locate underground utilities, test and certify backflow prevention equipment installations, troubleshoot equipment problems and supervise the technical maintenance work/installation services including all underground utilities (water, gas, sanitary and/or steam) and all building piped services. May supervise apprentices and less‑skilled workers.

Duties & Responsibilities
  • Independently directs, plans, organizes, estimates, schedules and inspects the technical maintenance work and installation service work, including work performed by unskilled, semi‑skilled and skilled workers, including all underground utilities (water, gas, sanitary and/or steam) and all building piped services including, but not limited to, domestic water, process piping, sanitary lines, vents, HVAC and related equipment.
  • Performs on‑job training of apprentices and less‑skilled employees in the plumbing/piped services area.
  • Researches and analyzes new techniques and develops modification approaches.
  • Provides engineering consultation and installation services for research equipment.
  • Provides design/build services for underground utilities and building piped systems.
  • Makes scale layouts, manually or using a computer, to provide designs for jobs.
  • Assists in the preparation of reports, analysis and correspondence.
  • May supervise contractors during utility/facility projects on a project‑by‑project basis.
  • Coordinates and cooperates closely with other skilled crafts personnel and supervisors.
  • Adheres to, and enforces, all applicable state, university and departmental personnel policies and procedures.
  • Organizes, maintains and cleans job sites, tools and machinery.
  • Responsible for maintenance, repair, sharpening, adjustment and safe operation of tools and machinery.
  • Ensures adequate supplies; materials and equipment are maintained to accomplish tasks/projects.
  • Prepares estimates of time, labor and materials to be used on assigned tasks.
  • Responsible for personal safety and upholding departmental security procedures.
  • Attends all required safety meetings.
Required Knowledge, Skills & Abilities

Comprehensive knowledge of, and skill in, the basic engineering principles/methods and techniques of the trade(s) where assigned; of the OSHA/MOSH regulations related to the trade(s) area. Thorough knowledge of, and skill in, the practical application of electronics, hydraulics and mechanics as used in maintenance work; of basic mathematics including area, volume, weights and the practical application of fractions, percentages, ratios and proportions.

Skill in the care and storage of equipment and supplies used in the areas(s) where assigned; in the use and maintenance of the tools and equipment of the trade(s) where assigned; in reading, interpreting and working from blueprints, schematics, drawings and specifications. Ability to communicate effectively; orally, in writing and by computer. To supervise apprentices in assigned trade(s) work and, on a project‑to‑project basis, may supervise less‑skilled workers;

to plan and organize maintenance work; to determine sufficiency of cost estimates prepared by others; to prepare specifications for tools, equipment, materials and supplies; to prepare summaries and reports.

Minimum Training & Experience

High School Diploma or GED. Trade‑related secondary schooling desired.

Six years of progressively responsible experience in pipe and installation services including all underground utilities (water, gas, sanitary lines and/or steam) vents, HVAC and related equipment.

Must possess a current WSSC Master Plumber's License or a Maryland State Master Plumber's License.

Conditions Of Employment
