Position Overview
Pay Schedule XII, Grade 3M. Regular
Schedule:
34 Hours Per Week.
A vacancy exists in the Department of Health and Human Services, Community Based Services / Housing Stability.

ResponsibilitiesUnder general supervision, provides ongoing, planned clinical supervision to the staff of Homeless Services Programs, including Rapid Rehousing and Housing Counseling, and supervision of Social Workers at shelters and Baltimore County Detention Center.
Examples of Essential Duties- Provides administrative supervision and grant management to Homeless Services programs.
- Be available for on-site supervision and consultation for difficult cases.
- Provides monthly unit meetings and yearly retreats.
- Assesses the training needs of workers in the unit.
- Oversees the assignment of clients and workload responsibilities.
- Assures the casework standards within the unit are upheld.
- Assures the completion of client assessments, case plans, case notes and client file documentation within COA and agency guidelines.
- Coordinates service delivery and ensures cooperative working relationships with partner agencies within the government and community who serve the population.
- Provides ongoing statistical and narrative reports documenting the delivery of services.
- Works with Assistant Director regarding grant program management, including programming, fiscal, and grant reporting.
- Participates in County and State meetings as necessary.
- Emergency Operations:
Participates, as needed, in the agency’s mandated obligation to provide mass care and shelter under the direction of the County of State Emergency Operations Center.
Represents the agency or program at meetings and conferences and on boards or committees. Participates in public relations and education regarding services provided. Performs other related duties as required.
QualificationsRequired Qualifications:
- Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education.
- Four years’ experience rendering professional social work services.
- Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of two years for the required experience.
Preferred Experience:
- Experience in Child Protective Services, Sex Abuse, In-Home Services, and/or clinical experience in working with sexual abuse/offender treatment and supervisory experience.
- Clinical expertise in all forms of Social Work practice: group dynamics, families, individuals, clinical Administration.
- Knowledge of supervision with regard to leadership/management styles, group dynamics, counseling and advising, and motivating staff to complete work.
- Knowledge of administrative accountability.
- Knowledge of management of varied and complex systems (State & Local). Knowledge of human behavior and personality styles.
- Knowledge of agency policies and procedures of community health and welfare programs and evaluation methods.
- Skills in problem solving/resolutions.
- Skills in independent decision-making.
- Skills in a variety of communication techniques for staff.
- Skills in oral and written communication.
- Skills in assessment, evaluation and analysis of information, organizational and management skills.
- Skills in evaluating and assessing programs, personnel.
- Skills in reviewing, interpreting policy and procedures for implementation.
- Skills in public relations.
- Skills in presenting information in clear, articulate manner.
- Skills in clinical supervision and training.
- Skills in managing multiple priorities.

- Ability to anticipate how policy changes may impact service delivery.
- Ability to develop and implement goals and objectives.
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of an LCSW-Clinical license. Possession of a valid license equivalent to a non-commercial, class C Maryland driver’s license may be required for positions at the time of appointment.
Licensing and Proof RequirementsApplicants are required to submit proof of licenses, certifications and education beyond high school. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.
