The Accountability Specialist (ACS) reports to the Assistant Director, Resident Services. The ACS coordinates resident approved movement schedules with case managers, monitors residents on GPS devices assigned to home confinement and job sites, installs GPS devices, conducts unannounced visits, verifies compliance with Bureau of Prisons community re‑entry guidelines, documents all interactions, manages tamper alarms, conducts investigations, and reports deviations to the Program Director.
Responsibilities- Install GPS devices on residents and monitor movements, including home confinement, job sites, and treatment sites.
- Coordinate with case managers to develop implementation schedules that meet Bureau of Prisons (BOP) and American Corrections Association (ACA) guidelines for home confinement, passes, employment, or other authorized community activities.
- Coordinate job‑site visits with the Employment Placement Specialist, ensuring schedules are appropriate and reasonable.
- Implement community‑based monitoring based on approved monitoring plans and mandates from ACA, VOACC, and funding sources.
- Conduct home detention site visits per a standard checklist and coordinate with Control Center staff to verify residents’ authorized locations and schedules.
- Maintain accurate monitoring inventory of GPS devices, records of site visits, telephone contacts, GPS tracking alerts, and incidents; filed weekly in Secure‑Manage (SM) under each resident log.
- Report deviations from authorized community activities to the Program Director/designee and complete disciplinary incident reports as needed.
- Coordinate and conduct initial meetings with residents and their families to complete orientations to home plans and visits to release addresses.
- Demonstrate working knowledge of ACA requirements, VOACC policies, procedures, and contractual obligations from funding sources.
- Perform functions related to the Center Disciplinary Procedures as directed.
- Drive company vehicles to perform residential and employment site visits and transport clients as required.
- Participate in Program Review Team meetings weekly and attend staff and VOACC work‑related meetings as directed.
- Assist in the provision of pre‑service and in‑service training for staff as directed.
- Prepare weekly, monthly, or other periodic reports as required for position duties.
- Participate in 44 hours of annual training mandated by ACA, VOACC, and funding sources; maintain CPR/First Aid certification.
- Represent the program to the public, community agencies, and funding sources professionally and appropriately.
- Assist in ensuring facility compliance with American Correctional Association accreditation and Prison Rape Elimination Act (PREA) standards.
- Perform other duties as assigned.
- Improve residents’ community‑based programming, accountability, and public safety.
- Facilitate and monitor residents’ participation and successful completion of the program.
- Reduce resident escape and master tampering alerts.
- Enhance residents’ successful transitions to life in the community.
- Safely operate a motor vehicle to transport self, consumers, and program supplies as needed.
- Travel to assigned locations, and stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear, perform light home maintenance tasks, and operate office equipment.
- Operate office equipment requiring continuous or repetitive hand/arm movements.
- Remain seated for extended periods.
- Occasionally lift, carry, push, pull, or otherwise move objects, including the human body.
- High school/GED certificate required. Bachelor’s degree in criminal justice, psychology, sociology, Human Services, or a related field preferred.
- Minimum of 3 years experience counseling or supervising adult inmates in a correctional setting, or 1 year as a probation field officer.
