Main Purpose of Job

This position, under the general supervision of the Program Manager for the Maryland Office for Refugees and Asylees (MORA), will support coordination of MORA programs. It focuses on workforce development, employability services, business engagement, and barrier reduction for Maryland’s refugee populations, aiming to achieve self‑sufficiency. The incumbent will represent MORA to other state agencies, co‑coordinate the Skilled Immigrant Taskforce, provide support to MORA’s network of grantees, monitor program performance, develop employment sectors and market refugee assets, recommend and implement rules and regulations, and provide internal and national trend data.

Position

Duties
  • Provide support to the network of MORA contractors delivering self‑sufficiency and employment services.
  • Coordinate opportunities for contractors to develop proposals that maintain ongoing programs or implement innovative ideas, based on measurable performance.
  • Apply federal regulations regarding employment and training activities to ensure state‑level programs comply while maintaining the Maryland Employment Model.
  • Facilitate monitoring of refugee self‑sufficiency programming.
  • Oversee the collection, presentation, and analysis of periodic and trend statistical data on contractor performance.
  • Lead the development of partnerships with programmatic stakeholders.
  • Co‑lead Maryland’s Skilled Immigrant Taskforce in partnership with other state agencies such as DOL and MSDE.
  • Maintain relationships and partnerships with federal, state, local government agencies, nonprofits, businesses, and other stakeholders.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university.
  • Five years of experience in the administration of a human services program or in conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

  • Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year‑for‑year basis for the required education.
  • Candidates may substitute graduate‑level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.
  • Selective Qualifications

    One year of experience coordinating, administering, or managing employment, workforce participation, or self‑sufficiency programs for refugee and/or immigrant populations.

    Desired or

    Preferred Qualifications
    • One year of professional experience at a local, state, or national resettlement agency or nonprofit organization supporting refugees, asylees, or other humanitarian immigrant populations.
    • One year of demonstrated understanding and implementation of federal regulations and guidelines regarding employment or workforce participation activities for refugee, asylee, or humanitarian immigrant populations.
    • Specialized knowledge of workforce and economic trends that may affect client employment and self‑sufficiency outcomes, from graduate or undergraduate studies or professional experiences.
