Introduction

This position is an internal recruitment restricted to current full‑time, permanent and contractual Maryland State Police employees, including full‑time employees working with the Maryland State Police by contract.

Main Purpose of the Job

A MSP Pilot II is a full‑performance level civilian helicopter aircraft pilot within the MSP Aviation Command (MSPAC). The pilot acts as the pilot‑in‑command (PIC) and is directly responsible for and the final authority over the operation of the assigned aircraft. This includes ground and flight operations, ensuring all MSPAC and FAA regulations are strictly followed. The pilot maintains aircraft readiness, records, and recommends new equipment or procedures as appropriate, reviews FAA regulations and ATC procedures, and works with the second‑in‑command pilot, medical personnel, and other crew members.

Position

Duties
  • Provide guidance to MSP Pilot I and other pilots acting as second‑in‑command on aircraft operations, MSP and Aviation Command procedures, and FAA rules and regulations.
  • Brief crew members and passengers on aircraft protocol.
  • Fly authorized aircraft as PIC or SIC for aero‑medical missions, search and rescue, homeland security, disaster assessments, prisoner extradition, personnel transport, and other law‑enforcement related missions.
  • Conduct pre‑flight and post‑flight inspections in accordance with aviation command and FAA regulations and standards.
  • Perform maintenance functions, including cleaning aircraft interiors and exteriors, refueling, adding necessary fluids, and replacing light bulbs.
  • Perform routine maintenance of hangar and office facilities; operate specialized flight‑related equipment such as tow motors.
  • Makes go/no‑go flight decisions concerning weather, maintenance, and other flight safety considerations.
  • Complete required paperwork, including flight operation logs and aircraft logs.
  • Complete required training courses and exercises in compliance with FAA regulations.
  • Perform other related duties.
Minimum Qualifications

• Graduation from an accredited high school or possession of a high‑school equivalency certificate.

• Two thousand helicopter or fixed‑wing flight hours as an FAA‑certified pilot.

Notes
  • Twelve hundred helicopter or fixed‑wing flight hours as an FAA‑certified pilot and three years of experience piloting Aviation Command’s aircraft may substitute the required experience.
  • Fifteen hundred helicopter or fixed‑wing flight hours, three hundred of which consist of piloting Aviation Command’s aircraft may substitute the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in Naval Aviation Pilot classifications or Rotary Wing Aviator, Pilot, or Pilots/Naval Flight Officers specialty codes on a year‑for‑year basis for the required experience.
Selective Qualifications

Must have two thousand (2,000) helicopter flight hours as an FAA‑certified pilot.

Licenses, Registrations and Certifications
  • Must possess and maintain an FAA Commercial Helicopter or FAA Commercial Airplane multi‑engine certification.
  • Must possess and maintain an FAA 2nd Class Physical certification.
  • Must possess and maintain an acceptable Instrument Helicopter or Instrument Airplane rating as required by FAA regulations and MSPAC.
  • May be assigned duties requiring a motor vehicle operation; must possess a valid Maryland motor vehicle operator’s license.
Special Requirements
  • Candidates will be subject to initial drug screening and a complete criminal background investigation, including a polygraph examination, prior to permanent appointment. A criminal conviction may be grounds for rejection.
  • Employees will be subject to 24‑hour call‑in and must provide a reachable phone number.
  • Employees will be subject to substance abuse testing in accordance with Maryland Code 17.04.09 and other FAA‑applicable drug testing requirements.
  • Employees are required to sign an Obligation Service Agreement as a condition of employment.
