Main Purpose of Job
A MSP Pilot II is a full‑performance level civilian helicopter aircraft pilot in the Maryland State Police Aviation Command (MSPAC). The pilot serves as the Pilot‑in‑Command (PIC) and is the final authority over the operation of the assigned aircraft during both ground and flight operations. Responsibilities include ensuring full compliance with MSPAC, Federal Aviation Administration (FAA) regulations, and maintaining the aircraft in a constant state of readiness.
The pilot manages all records concerning the aircraft, recommends new equipment and procedures, reviews FAA regulations and ATC procedures for the area of operation, and works with the Second‑in‑Command Pilot (SIC), medical personnel, and other crew members. The pilot may act as an SIC pilot when required.
- Provide guidance to the MSP Pilot I and any other pilot classified as SIC regarding aircraft operations, MSP and Aviation Command operational procedures, and FAA rules and regulations.
- Brief crew members and passengers on aircraft protocol.
- Fly authorized Aviation Command aircraft as PIC or SIC for aero‑medical missions, search and rescue, homeland security, disaster assessments, prisoner extradition, personnel transport, and other law‑enforcement related missions.
- Conduct pre‑flight and post‑flight inspections in accordance with Aviation Command and FAA regulations and standards.
- Perform maintenance functions, including cleaning aircraft interiors and exteriors, refueling, adding necessary fluids, and replacing light bulbs.
- Perform routine maintenance of hangar and office facilities.
- Operate specialized flight‑related equipment such as tow motors.
- Make go/no‑go decisions concerning weather, maintenance, and other flight‑safety considerations.
- Complete required training courses and exercises in compliance with FAA regulations.
- Complete paperwork required by Aviation Command and Maryland State Police, such as flight operation logs, aircraft logs, and other documents.
- Perform other related duties as assigned.
- Education:
Graduation from an accredited high school or possession of a high school equivalency certificate. - Experience:
Two thousand helicopter or fixed‑wing flight hours as an FAA certificated pilot. (Substitutions: 1,200 hours with three years piloting MSPAC aircraft, or 1,500 hours with 300 hours piloting MSPAC aircraft, or U.S. Armed Forces military service as an NCO in Naval Aviation Pilot classifications on a year‑for‑year basis.)
- Must have two thousand (2,000) helicopter flight hours as an FAA certified pilot.
Preferred Qualifications
- Turbine experience.
- Twin turbine experience.
- Employees must possess and maintain an FAA Commercial Helicopter or FAA Commercial Airplane multi‑engine certification.
- Employees must possess and maintain FAA 2nd Class Physical certification.
- Employees must possess and maintain an acceptable Instrument Helicopter or Instrument Airplane Rating as required by FAA regulations and MSPAC.
- Employees may be assigned duties requiring operation of a motor vehicle and must possess a valid Maryland motor vehicle operator’s license.
- FAA Commercial Helicopter or FAA Commercial Airplane multi‑engine certification.
- FAA 2nd Class Physical certification.
- Acceptable Instrument Helicopter or Instrument Airplane Rating per FAA regulations.
- Valid Maryland motor vehicle operator’s license if required for assigned duties.
- Initial drug screening and complete criminal background investigation, including a polygraph examination.
- Must be available for 24‑hour call‑in.
- Substance abuse testing per Code of Maryland Regulation 17.04.09 and other FAA‑applicable requirements.
- Must sign an Obligation Service Agreement as a condition of employment.
