Location: Kota Bandung

You will work at Dicoding, a globally recognized IT and programming education company that also manages various developer events in partnership with global companies. The M&E specialist serves as the sole lead for all tracking, data collection, and impact measurement across the organization. This role bridges strategy and fieldwork, ensuring that all programs are accurately monitored, data is rigorously collected, and project outcomes are clearly reported to donors and stakeholders.

The ideal candidate is highly self-directed, comfortable managing hundred thousands entries databases, and capable of translating raw data into compelling narratives of impact. Below are the requirements and qualifications for the Monitoring & Evaluation Specialist position.

Requirements
  • Bachelor's degree in any field, preferably in social research, statistics, management, or education.
  • Minimum 5 years of related experience in Monitoring & Evaluation (M&E), program evaluation, or research related to programs/policy, preferably within scholarship, education, or talent development programs.
  • Strong command of M&E methodology, including designing Logical Frameworks (Log Frames) with precise, measurable indicators for inputs, outputs, and outcomes, as well as both quantitative and qualitative evaluation methods.
  • Proven experience designing and conducting surveys, questionnaires, interview guides, and focus group discussions to measure program impact.
  • Proficient in data processing and analysis using spreadsheets, familiarity with data visualization/dashboard tools is a plus.
  • Strong report-writing skills, able to translate evaluation findings into clear, structured narrative and quantitative reports for diverse stakeholders.
  • Comfortable coordinating across teams and able to communicate findings and recommendations clearly to management and external stakeholders.
  • Excellent English proficiency is mandatory, both written and verbal.
  • Proven track record in national or international scale organization or companies is much preferred
  • Demonstrated ability to handle multiple project timelines simultaneously without relying on a larger data team.
  • Tech-savvy. Dicoding is an online training/education company that partners with global companies such as Google, Microsoft, IBM, and others.
  • Strong understanding of data privacy and Personally Identifiable Information (PII), with respect for the confidentiality of all stakeholders.
  • Willing to work on-site at Dicoding's office (Bandung or Bintaro).
Job Description
  • Develop and manage the end-to-end M&E framework for Dicoding's programs, from designing Logical Frameworks (Log Frames) and measurable indicators to establishing standard practices for how program data is collected on the ground.
  • Design and run data collection instruments (surveys, interviews, FGDs) tailored to each program's goals, complemented by regular field visits to verify that the data accurately reflects on-the-ground program implementation.
  • Guide program staff or enumerators involved in data collection to keep methods consistent and free from bias, without relying on a dedicated data team.
  • Manage and maintain the integrity of M&E data end-to- end, from clean and well-organized records to insightful analysis that surfaces trends, gaps, and opportunities for program improvement.
  • Translate findings into evidence-based impact reports for donors and stakeholders, alongside visual dashboards or regular briefs that keep leadership and program managers informed of progress.
  • Facilitate quarterly Learning Reviews with the team, turning data into shared insight on program successes and areas that need improvement.
  • Serve as the main point of contact for evaluation matters with donors and stakeholders, while working closely with the Operations team to incorporate operational data into the broader evaluation analysis, without compromising the independence of evaluation findings.
