Rehabilitation Consultant

If you are interested in using your vocational rehabilitation expertise to improve programs, strengthen service delivery, and support individuals who are blind or visually impaired in achieving greater independence and employment success, you may be interested in this position. As a Rehabilitation Consultant, you will serve as a key program resource responsible for developing, coordinating, monitoring, and improving rehabilitation services and administrative processes across the Division.

You will collaborate with leadership and staff to ensure high-quality service delivery, support program development, coordinate contracts and grants, provide technical assistance, monitor performance, and identify opportunities for continuous improvement. This position can be located in any of our DBVI offices and provides statewide support to all the programs within DBVI. Work is performed under limited supervision.

Primary Responsibilities

  • Designs, develops, and implements quality assurance activities, including case reviews across Vocational Rehabilitation, Independent Living, Orientation & Mobility, Business Enterprise Program (BEP) and related programs to identify trends, ensure compliance, and recommend program improvements.
  • Manages and coordinates intake processes, including monitoring the DBVI applications email inbox, assigning VR, IL, and O&M referrals, and supporting efficient client access to services.
  • Compiles, analyzes, and monitors program data, prepares reports, tracks performance measures, and provides reminders and recommendations to improve program outcomes and compliance.
  • Advises Division leadership on rehabilitation program operations, service delivery, administrative priorities, policy implementation, and continuous improvement initiatives.
  • Develops planning materials, provides technical assistance, and assists with strategic planning activities, including State Plan updates and organizational initiatives.
  • Coordinates staff development activities, including planning trainings, supporting onboarding, coordinating internships, maintaining staff certifications, and processing certification reimbursement requests.
  • Develops and administers Requests for Proposals (RFPs), manages rehabilitation contracts and cooperative agreements, monitors contractor performance, and ensures compliance with grant and contractual requirements.
  • Collaborates with public and private agencies, schools, community organizations, and service providers to strengthen rehabilitation services and improve outcomes for individuals with disabilities.
  • Develops new service delivery approaches and recommends improvements to existing rehabilitation programs based on data analysis, stakeholder feedback, and identified needs.
  • Conducts customer satisfaction surveys and outreach, analyzes results, and provides recommendations to improve customer experience and service delivery.
  • Provides research and analytical support for special projects, policy development, and program evaluation.
  • Serves as a vocational rehabilitation resource to staff by providing consultation, mentorship, and technical guidance on rehabilitation practices, policies, and casework.
  • Provides operational support by serving as backup for authorizations, service entries, ordering functions, interview panels, and other administrative responsibilities as needed.

Knowledge, Skills, and Abilities

  • Knowledge of rehabilitation principles, practices, and service delivery systems.
  • Knowledge of federal and state laws, regulations, and policies governing vocational rehabilitation and independent living programs.
  • Knowledge of rehabilitation program development, quality assurance, grants, contracts, and program evaluation.
  • Knowledge of public and private health, educational, vocational, employment, and independent living resources.
  • Ability to develop, implement, and evaluate rehabilitation service programs and administrative processes.
  • Ability to collect, analyze, interpret, and present data to support informed decision-making.
  • Ability to prepare reports, grant applications, proposals, budget recommendations, and program documentation.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain collaborative working relationships with staff, community partners, educational institutions, employers, contractors, and other stakeholders.
  • Ability to manage multiple priorities, adapt to changing organizational needs, and work independently while supporting administrative operations.
  • Ability to provide technical assistance, mentorship, and training to professional staff.

Minimum Qualifications

A Master's Degree in one of the Social/Behavioral Sciences or Public Administration and two (2) years of experience in the rehabilitation of individuals with disabilities.

Equivalent related experience may be substituted for education on a year-for-year basis.
