Role Description The Finance Director is a full-time, on-site position located in Bangor, ME, responsible for overseeing the City’s financial operations and advising leadership on fiscal policy. Day-to-day responsibilities include managing budgeting processes, monitoring revenues and expenditures, and preparing, reviewing, and presenting financial statements and reports. The role also includes supervising finance staff, ensuring compliance with applicable laws, regulations, and accounting standards, and maintaining internal controls to safeguard public funds.

The Finance Director collaborates with department heads and elected officials to support strategic financial planning, long-term capital and debt management, and transparent reporting to stakeholders.
Qualifications

  • Strong finance and financial planning skills, including experience developing and managing operating and capital budgets.
  • Proficiency in preparing and analyzing financial statements and financial reporting in a governmental or public-sector environment.
  • Demonstrated analytical skills for interpreting complex financial data, forecasting trends, and supporting data-informed decision-making.
  • Experience with municipal or governmental accounting, fund accounting, and relevant financial software systems.
  • Bachelor's degree in finance, accounting, public administration, or a related field; advanced degree or professional certification (e.g., CPA, CGFM) preferred.
  • Proven leadership experience, including staff supervision, team development, and cross-department collaboration.
  • Excellent communication skills, with the ability to explain financial information clearly to varied audiences and prepare concise reports and presentations.
  • Commitment to ethical financial management, transparency, and serving a diverse community in an inclusive, non-discriminatory manner.
