JOB DESCRIPTION:

This is professional services work of a managerial nature in directing support functions such as fiscal control, personnel management, and support services within an agency or institution. Responsibilities include budget and work program preparation and execution, cost analysis, policy and procedure review, and new position or personnel acquisition. Supervision is exercised over professional, technical, and clerical employees. Work is performed under limited supervision.

REPRESENTATIVE TASKS:

Plans, organizes, assigns, and directs the work activities of subordinate staff in order to facilitate attainment of unit work goals and ensure consistent application of policies, procedures, and guidelines.

Confers with and counsels subordinate staff in order to exchange information; explain work policies, procedures, and guidelines; and identify and solve work related problems.

Manages unit operations and programs in order to establish operational priorities, coordinate operations with other functions, and ensure program objectives and standards are established and attained.

Determines and requests staff, material, and equipment needed to support operations and programs managed in order to contribute to the formulation and justification of budgetary requests.

Coordinates accounting functions in order to ensure fiscal transactions are properly recorded.

Compiles fiscal data in order to assemble operating budget.

Negotiates leases, agreements, or contracts in order to obtain facilities and/or services.

Writes reports and financial statements in order to provide information on financial status and program activities.

Analyzes operational and financial conditions in order to recommend improvements in policies and procedures.

Analyzes and monitors spending trends in order to determine sufficiency of funds to meet program expenses.

Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

Knowledge of state purchasing procedures.

Knowledge of State civil service law and rules.

Knowledge of collective bargaining agreements.

Knowledge of cost accounting.

MINIMUM QUALIFICATIONS:

A Bachelors Degree in Business/Public Administration, Accounting, Economics, or related field
