DESCRIPTION:

This is structure and craft work at the Master's level involving the installation, service, maintenance, and operation of plumbing or heating systems, and cooling systems. Work involves performing a variety of skilled tasks in installing, maintaining, and repairing systems and components; operating mechanical and computerized systems of a large number of buildings and facilities statewide; identifying needed repairs; and performing life cycle analysis of existing systems to determine adequacy and to prioritize related activities.

Employees in this class can do renovation and new construction work under their own license, obtaining required permits, providing functional direction of skilled, semi-skilled, and unskilled workers to ensure work done by others complies with applicable codes, standards, and specifications, and will pass formal inspection. Work is performed under limited supervision.

Representative Tasks
  • Inspects for and repairs damages in systems and associated infrastructure in order to keep systems operational.
  • Installs and repairs new and existing systems in order to provide for and maintain environmental climate, water, and sewer services in state buildings.
  • Plans, coordinates, and oversees skilled, semi-skilled, and unskilled workers and work projects in order to meet established standards and agency efficiency goals.
  • Inspects building systems projects and collaborates with contractors in order to ensure activities comply with maintenance, construction, and safety standards and specifications.
  • Fabricates items such as gutters, flashing, etc. from a variety of material in order to drain water from buildings.
  • Requisition s supplies in order to maintain adequate inventory.
  • Demonstrates completed jobs for municipal inspectors in order to gain approval.
  • Reviews plans for new construction, alterations, and repairs in order to recommend changes, to realize efficiencies, and/or to comply with established standards/building codes.
  • Programs plumbing, heating, and air conditioning system components utilizing computer software in order to install, monitor, and operate building control systems.
  • Estimates projects, materials, and labor expenditures for new construction, alterations, and repairs in order to maximize use of available resources and to develop recommendations on cost effective approaches to meet agency needs and goals.
  • Gathers data and performs record keeping tasks in order to document operations and compliance with applicable standards associated with installation, maintenance, service, and repair activities.
  • Instructs and oversees others in the operation and preventive maintenance activities in accordance with applicable license requirements of plumbing, heating, ventilating, and cooling equipment in order to ensure equipment is properly operated and maintained.
  • Operates multiple central computerized monitoring systems in order to maintain healthy in-door air quality, occupant comfort, and ensure compliance with energy policy guidelines.
  • Receives incoming phone calls, analyzes problem, and takes appropriate action in order to resolve problem.
  • Inspects building systems projects performing walk-through activities in order to verify compliance with applicable codes, standards, work specifications, and to assist in developing a punch list of needed re-work.
Knowledges, Skills, and Abilities Required
  • Knowledge of safety rules, regulations, methods, practices, materials, and equipment associated with related mechanical trades.
  • Knowledge of OSHA, fire safety, and life safety guidelines and regulations.
  • Knowledge of hazards and safety precautions necessary in maintenance, construction, and repair of plumbing, heating, ventilating, and cooling systems.
  • Knowledge of agency policies and procedures.
  • Knowledge of Maine Uniform and National Codes related to professional and technical licensure/certification.
  • Ability to estimate labor and material costs for repair/construction/reconstruction projects.
  • Ability to interpret and work from blueprints, diagrams, plans, and specifications.
  • Ability to use applicable computer programs.
  • Ability to install, maintain, and repair a variety of plumbing, heating, and cooling fixtures and systems.
  • Ability to diagnose and repair plumbing, heating, ventilating, and cooling systems.
  • Ability to use standard desktop PC applications (word processing, data base, spreadsheet).
  • Ability to maintain a written activities log and various related records.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
