Shelter Program Manager

The Shelter Program Manager provides leadership and oversight for Partners for Peace housing and shelter services, including shelter operations and programming, maintenance of the shelter facility, and housing navigation. This position oversees day-to-day shelter operations, provides direct support, advocacy, and housing navigation services to shelter program participants. The position supervises shelter staff members, interns, and volunteers as assigned and is responsible for effective programming and quality assurance within the Shelter Services Program.

Provide leadership and oversight for Partners for Peace housing and shelter services, including shelter programming, individual and communal shelter guest support, and housing navigation.

Oversee and manage the immediate operations, maintenance, and safety needs of the shelter facility, and address long-term needs with the Director of Housing and Shelter Services.

Provide safety planning, emotional support, crisis intervention, advocacy, information, and referral to victims and survivors of domestic violence, especially as it relates to sheltering and housing, through our 24-hour helpline and at shelter, the organization’s Bangor Resource Center, and in various community settings

Supervise, support, and mentor shelter program staff, interns, and volunteers; including hiring, timecard approval, performance management, and other relevant human resources matters

With the Director of Housing and Shelter Services, provide for quality assurance in accordance with state and federal regulations and funding requirements, including data collection, documentation, and reporting; use and assess data to inform programmatic and organizational goals and planning

Coordinate and help facilitate program meetings and role model communication, connection and collaboration within the shelter team and when working with other programs

Participate in organizational leadership meetings and activities to advance the organization’s mission, vision, and goals; work to promote a healthy, sustainable workplace culture for all staff

Perform other duties as assigned

Minimum high school diploma or GED with additional education, training, or experience in human services or related field

Minimum two years’ program or case management experience

Minimum two years’ supervisory experience

Experience working with victims and survivors of domestic violence and/or in housing and shelter services preferred

Completion of the 45-60 hours of the Maine Coalition to End Domestic Violence approved basic advocacy training

Ability to provide consistent high-quality support and advocacy to survivors, including scheduled on-call coverage for our 24-hour helpline, including some overnights, weekends, and holidays

Ability to relate to survivors with empathy and patience and to provide compassionate, non-judgmental, survivor-centered advocacy, support, and crisis response

Understanding of the impacts of trauma and the dynamics of domestic abuse and importance of collaborating across systems to achieve better outcomes for survivors or willingness to learn

Ability to prioritize timely and responsive direct support of survivors while managing other essential tasks and work to support program goals and projects
