Job Purpose/Summary
Under general supervision of the Accounting Supervisor, the incumbent performs a variety of accounting duties associated with providing technical, analytical, and professional support to the Finance Department and Finance Director.

This is a single position class that functions as a division head and is accountable for managing and supervising the day‑to‑day operations and activities of procurement for the City. - Provides technical assistance and direction to accounting specialist, business licenses, and other accounting areas as needed.
- Coordinates the monthly close of the City’s books and records.
- Performs a variety of functions related to investments, bank reconciliations, and cash with fiscal agent accounts.
- Prepares a variety of journal entries.
- Performs a variety of calculations and account reconciliations.
- Assists with a variety of processes including budget preparation and annual audit by preparing various account analysis and spreadsheets.
- City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative policies and other operational guidelines and directives.
- The City’s and the Department’s policies and procedures.
- Bookkeeping and/or accounting principles.
- Knowledge of budget monitoring and reporting techniques.
- Read, understand, interpret, and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
- Effectively assess and prioritize a variety of assignments simultaneously.
- Work within deadlines to complete projects and assignments.
- Analyze and evaluate data and prepare comprehensive reports.
- Communicate clearly and concisely.
- Work independently.

- Operate a personal computer utilizing a variety of software applications.
- Establish and maintain effective working relationships with co‑workers, staff, vendors, contractors, visitors, the general public, and others having business with the City of Banning.
- A Bachelor’s degree in Accounting, Business Administration, or a related field from a regionally accredited college or university.
- One (1) year of accounting, public finance, or banking experience.
- Professional work experience in government accounting.
Indoor office environment with moderate noise level and subject to constant interruptions. Working hours outside of a traditional work schedule may be required.
Physical DemandsThis position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing documents and reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person.
