Position Summary

Reporting to the Director, Finance/Treasurer, the Manager, Revenue and Taxation/Deputy Treasurer is responsible for the Town’s taxation, assessment, development charges, revenue collection, reserves, and related financial administration functions. This position ensures legislative compliance, safeguards municipal revenues, supports long-term financial sustainability, and delivers efficient, customer-focused services that support the Town's operational and growth management objectives.

The Manager provides leadership to the Tax and Revenue team and provides advice to senior management and Council on taxation, assessment, development finance, revenue management, and related policy matters. As Deputy Treasurer, the incumbent supports the Treasurer in carrying out statutory responsibilities under the Municipal Act and related legislation and assumes delegated responsibilities as required.

Duties & Responsibilities Property Taxation
  • Manage municipal property tax billing, collection, arrears, adjustments, rebates, refunds, write-offs, and customer account administration.
  • Administer interim, final, and supplementary billing processes.
  • Coordinate assessment base protection activities, including working with tax consultants and reviewing, recommending, reporting and authorizing assessment changes.
  • Review and analyze assessment appeals and outcomes arising from Assessment Review Board decisions, MPAC settlements, Section 357 applications, and other applicable processes.
  • Oversee tax arrears and tax sale processes in accordance with the Municipal Act, applicable regulations, Town policies, and legal requirements.
  • Provide advice and analysis on tax policies and implications for taxpayers and the Town.
  • Support the preparation of the tax rate by-laws, prepare related Council reports and analysis, and resolve escalated taxation-related customer service matters.
Development Charges
  • Oversee development charges administration, including oversight of payment tracking and reconciliation.
  • Manage development charges reserve fund balances and activity, commitments, interest allocations and funding available for growth-related capital projects.
  • Coordinate with Planning and Building staff to ensure compliance with development charges deferral and payment agreement terms.
  • Provide advice to Planning and Building staff on the interpretation and application of the Development Charges Act, the Town’s Development Charges Background Study, and By-law.
Revenue Management
