Behavioral Health Clinical Supervisor

Provides clinical team leadership and clinical supervision to Behavioral Health Clinicians, Counselors, and Case Managers. Plans, organizes, staffs and directs client care on a daily operational basis, ensuring quality of care and productivity, safety of persons served and staff. Provides support to the Deputy Director of Behavioral Health in the planning, development, execution, and on-going evaluation of NSB behavioral health programs and clinical services, assuring that all appropriate professional standards, licensing/certification and grant conditions and requirements are met.

Provides orientation and training for all new clinical staff employees and ensure documentation of this activity is completed. Ensures that clinical staff orients persons served upon entry into services. Assigns cases to direct service providers and assures clinician coverage across Behavioral Health Division. Provides individual and/or group clinical supervision for license and certificate eligible clinical staff and is available for consultation as needed by clinical staff.

Assists clinical staff with crisis intervention; may participate in on-call rotation as needed. Provides direct services to clients, when needed, to assist with problem solving, treatment planning, and to mediate client complaints. Provide direct services to a reduced client caseload. Serve as back-up for clinical staff during vacations and other absences. Oversees required client record documentation and quality assurance through electronic and paper chart reviews.

Facilitates peer reviews and related activities to insure quality and appropriate documentation. Provides performance feedback to clinical staff, completes yearly written performance evaluations and establishes measurable training goals, takes corrective action as needed. Evaluates training needs of each clinical staff. Provides training and/or facilitates acquisition of training. Responsible for program compliance with mandatory reporting laws, ethical guidelines, and other compliance items as required.

In collaboration with Behavioral Health Program Managers, assures coordination and collaboration among all Health Department programs and services, and provide support to an integrated case-management approach to client services. Works with local agencies to develop resources and support for behavioral health care programs and services. Serves as a member of the Behavioral Health management team and participates in program development.

May serve as member of the departmental Quality Oversight Committee and Safety Committee. Assumes administrative responsibilities in the absence of the Deputy Director of Behavioral Health. Adheres to a philosophy and practice of Continuous Quality Improvement. Commits to the provision of culturally sensitive and competent services. Maintains current licensure in employment qualifying discipline. Village travel as required. Perform other duties as assigned.

Knowledge of Department and Borough organization, operations, policies and procedures. Knowledge of applicable state and federal statutes, rules, codes, regulations and standards relevant to field. Knowledge of protocols and practicies in behavioral health care and principles of addiction and psychotheraputic techniques and procedures, including the Diagnostic and Statistical Manual (DSM-IV TR) and American Society of Addiction Medicine Patient Placement Criteria (ASAM- PPC).

Knowledge of the principles of behavioral health record keeping and records management. Knowledge of leadership and management principles. Skill in reading, interpreting, understanding and applying program standards and procedures, applicable Federal rules and regulations, and Borough policies and procedures. Skill in assessing and evaluating behavioral health problems and making recommendations based on observations and interviews. Ability to prioritize multiple tasks and projects and delegating tasks and authority.

Excellent verbal and written communication skills.
