Barstow Community College is an open-access, comprehensive two-year institution serving a diverse student population in the Mojave region of San Bernardino County, California. The College's campus is located in the City of Barstow, California, situated in California's high desert, between Los Angeles, California and Las Vegas, Nevada.

Established in 1959, the Barstow Community College District (BCCD) encompasses a vast service area, stretching from the Nevada border on the East to Kern County on the West, and from Inyo County in the North to the San Bernardino Mountain range in the South. BCCD serves the communities of Barstow, Lenwood, Newberry Springs, Daggett, Yermo, Hinkley, Ludlow and Baker. The institution also maintains a satellite learning center at the U.S. Army National Training Center in Ft.

Irwin, California, which serves military personnel and their families.

Primary Purpose

Under the direction of the appropriate administrator, the Director of Disabled Student Programs and Services (DSPS) is responsible for the leadership, planning, coordination, administration, and evaluation of all DSPS programs, services, staff, and faculty. The Director ensures compliance with applicable federal, state, and local laws and regulations, including Title 5, and oversees the effective delivery of academic accommodations, support services, and categorical funding in support of equitable access and student success for students with disabilities.

  • Provide leadership oversight, planning, coordination, supervision, and evaluation of all DSPS operations, including service delivery policies, publications, and program outcomes.
  • Administer, monitor, and evaluate DSPS categorical budgets, ensuring fiscal accountability, appropriate use of funds, and compliance with the Chancellor's Office requirements.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct needs and instructional program analysis; assess and monitor workloads, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the supervising dean; direct the implementation of improvements.
  • Analyze program operations, services, and data to assess effectiveness, efficiency, compliance; and to recommend improvements.
  • Develop, implement, and evaluate DSPS policies, procedures, systems, and practices to ensure consistent, equitable, and legally compliant service delivery.
  • Ensure compliance with all applicable federal and state disability laws and regulations, including the Americans with Disabilities Act, Section 504 and Section 508, Title 5, FERPA, and related requirements.
  • Maintain required documentation and data, including MIS reporting and other state and federal reports related to DSPS funding and services.
  • Respond to student concerns and questions regarding DSPS services, faculty, or staff, and resolve issues related to student eligibility, acceptance, utilization of programs, and delivery of accommodations and services.
  • Provide leadership and coordination of services for Deaf and Hard of Hearing students and other disability populations served by DSPS.
  • Provide consultation, technical expertise, and guidance to faculty, administrators, staff, and external agencies regarding DSPS services, accessibility, accommodations, and compliance requirements.
  • Advise on access to instructional programs, facilities, technology, and digital content to support compliance and universal access.
  • Coordinate and deliver training, professional development workshops, and outreach related to students with disabilities for faculty, staff, and administrators.
  • Serve as the DSPS program liaison and represent the department on campus committees, and at community meetings, schools, and external agencies.
