The Barstow Fire Protection District is currently recruiting for the position of Emergency Medical Services Specialist (EMS Specialist). The EMS Specialist is a professional, non-safety position responsible for supporting and ensuring the higher level of emergency care services is delivered by the city.

POSTING IS OPEN UNTIL FILLED

Under general direction, assists in planning and directing the work of the Fire Department in the protection of public safety, health and welfare; develop and administer Emergency Medical Services program; serve in an administrative capacity as identified by the Fire Chief.

SUPERVISION EXERCISED ESSENTIAL FUNCTIONS, DUTIES, AND TASKS:
  • Coordinates activities between basic and advanced life support units and emergency department personnel.
  • Assesses EMS training needs and requirements for development, delivery, and/or coordination of delivery through standard instructional techniques.
  • Collaborates with agencies within the EMS system to develop and implement quality improvement activities.
  • Assist in developing trauma center designation criteria, including prehospital trauma policies and procedures; develop and implement a data collection system for analyzing and assessing the effectiveness of trauma care.
  • Audit EMS reports and investigate discrepancies to identify deficiencies and recommend alternative solutions; develop quality assurance criteria to monitor EMS activities.
  • Participate in establishing and updating standards of patient care, patient care documentation, and City EMS policies and procedures.
  • Implement, conduct, and develop training programs and curriculum for the City Fire Department for emergency medical programs.
  • Assist in the development and implementation of triage and transfer protocols; develop and implement investigation policies and procedures applicable to preparing responses to complaints regarding patient transfers.
  • Research and write reports, analyze data, and correspond with regulatory, governmental, and business entities as required.
  • Assists in developing goals for delivering pre-hospital care.
  • May be recalled to duty in cases of emergency.
  • Perform related duties and responsibilities as required.
KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of:

  • Federal, State, and local laws regarding Emergency Medical Services procedures.
  • City’s geography and pre-hospital healthcare provider systems and those of the surrounding area.
  • Public safety agencies as related to fire and emergency medical services functions.
  • Basic IC knowledge.

Ability and Skill to:

  • Read and understand technical material, rules and regulations related to
  • Emergency Medical Services and emergency medical incidents.
  • Analyze emergency situations and address with an effective course of action.
  • Prepare and monitor budget.
  • Train, supervise and discipline subordinate personnel.
  • Tactfully interact with members of the public.
  • Safely operate and use Fire District vehicles and equipment.
  • Communicate clearly both orally and in writing.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
  • City and State policies, rules, and regulations pertaining to building, zoning, and public nuisance
  • Techniques and methodologies for dealing with irate people
  • Standard office procedures, methods, computers, and radio equipment
  • Proper procedures for the maintenance of activity logs and reports
  • Local, state, and federal laws, codes, and ordinances pertaining to fire safety, prevention, and enforcement, including California Health and Safety Codes, CCR Titles 19 and 24, California Building Code, California Fire Code, and NFPA Standards and Codes and fire inspections and educational methods used in fire prevention; public relations techniques; and appropriate safety precautions and procedures
