Job Description

The Nebraska Public Service Commission is seeking a detail-oriented, self-motivated, and conscientious individual to provide administrative support to the Telecommunications Department. The Administrative Program Officer will be responsible for assisting with the daily operations of the department, engaging with telecommunications companies, responding to inquiries, preparing agendas and reports, maintaining records, and ensuring compliance with Commission rules and regulations.

  • Perform administrative duties, including answering phones;
  • opening, sorting, distributing incoming mail and preparing outgoing mail;
  • filing, record keeping, data input, preparing agenda for Commission meetings and hearings.
  • Independently engage with telecommunications companies in Nebraska, verifying carrier details, services, and compliance.
  • Manage carrier records in the DIAL System and Remittance On-Line Portal; distribute "New Carrier Packets" with regulatory guidance.
  • Respond to inquiries from carriers, attorneys, accounting firms, and the public regarding filings, audits, dockets, and surcharge rates.
  • Prepare and distribute weekly Telecommunications and NUSF agendas, track Commission actions, and process orders.
  • Oversee compliance with quarterly/annual filings, remittance audits, and payment audits; update records and manage mailings.
  • Maintain official logs, process complaints, and ensure accurate documentation of Commission actions.
  • Coordinate key meetings, hearings, and certification processes with the FCC and USAC.
  • Operate office equipment and utilize Commission databases.
  • Other duties as assigned.
Requirements / Qualifications

Minimum Qualifications:

  • Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned.
  • One year of experience in planning, organizing, and implementing program administrative or business financial functions.
  • Experience may substitute for education on a year-for-year basis.
  • Proficient with the following:
    Microsoft Excel, Word, Access, and Outlook.
  • Ability to work independently and multi-task.
Preferred Qualifications
  • Four years of related experience in an office setting.
  • Strong interpersonal and communications skills, both verbal and written.

Hiring Rate: $50,000 - $55,000 annually, salary is negotiable commensurate with experience.

Knowledge, Skills, and Abilities
  • Knowledge of: office management and record keeping methods and practices; operating standard office equipment; administrative report preparation practices; federal and state laws and regulations governing work assigned.
  • Skills in: organizational skills; high tolerance for working through frequent interruptions; strong interpersonal and communications skills, both verbal and written; proficiency with Microsoft Word, Excel, and Outlook; excellent proofreading skills; excellent time-management skills; and ability to multi-task and prioritize work.
  • Ability to: interact with immediate supervisor and senior managers, employees, and the public to gain their cooperation and to establish work relationships; formulate and recommend modifications to operational directives to attain department goals; apply management practices, techniques, and methodologies to assigned activities; collect, assemble, and analyze facts and draw conclusions to recommend solutions to problems; identify and interpret program-administrative requirements, policies, and regulations to provide guidance and advice;

    organize and present facts and opinions to managers and groups.
