THIS IS A PART-TIME POSITION.
The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency.
During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.
Under limited supervision, oversees and manages the school-based dental screening and sealant services program.
ESSENTIAL FUNCTIONSEssential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Supervises the school-based dental screening and sealant services program; supervises dental staff; oversees and provides administrative coordination between dental staff and administrative staff; provides technical guidance in purchase of dental equipment, scheduling of personnel, establishing and maintaining dental protocol manuals; assists and provides technical expertise to dental staff; provides dental care to patients when needed.
Maintains records of expenditures and revenues; prepares annual budget recommendations and capital outlay budget for annual and five-year outlay; and maintenance of equipment and staff; ensures compliance with grant funding requirements; completes grant compliance reports; documents personnel activities.
Recruits, interviews, recommends for hire, orients, and trains staff; conducts performance evaluations; conducts informational and training meetings; completes monthly, quarterly and annual reports; provides special reports upon request to Administrator and Health Officer; attends Program Manager and related meetings and training; and performs other related duties as assigned.
Knowledge of federal, state and county laws, rules, regulations, policies and practices related to the provision of public health dental services.
Knowledge of management and administrative methods, practices and procedures.
Knowledge of federal, state and county laws, rules, regulations, policies, practices and procedures related to safety and health regulations.
Knowledge of grant research, application and administration practices.
Knowledge of equipment maintenance and sterilization methods and practices.
Knowledge of the treatment of oral diseases.
Skill safely providing preventative, restorative and emergency dental treatments
Skill diagnosing and treating oral diseases of the mouth.
Skill safely prescribing treatment medications.
Skill utilizing verbal and written communication in the education, instruction, presentation, record and charting of dental treatments and follow up care and prevention to parents, patients, and the general public.
Skill scheduling, assigning, training, reviewing and evaluating professional and paraprofessional staff.
Skill utilizing customer service when responding to inquiries and complaints.
Skill establishing and maintaining effective working relationships.
Skill effectively communicating in both oral and written form.
Must possess a Doctor of Dental Medicine Degree.
Must have completed one (1) year of dental residency.
Must have a minimum of five (5) years of progressively responsible work experience in public health dentistry.
Must possess a current Tennessee Dental Board Licensure.
Must be Dental Board Certified.
Must possess a Drug Enforcement Administration (DEA) Certificate.
Must possess a current CPR Certification.
Must possess a valid driver’s license is required.
ADDITIONAL REQUIREMENTSPrior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.
PHYSICAL REQUIREMENTSWork requires highly skilled professional dental care provision that involves extended periods of time concentrating on detail while working with caustic chemicals and dental materials, exposure to possible radiation, toxic gases, infectious diseases, air, fluid and blood borne pathogens, hot sterilized equipment, and potentially combative patients.
