mdha employs over 300 staff members, has a budget of $215 million, and houses approximately 30,000 people, primarily through nearly 8,000 section 8 vouchers and over 6,800 apartments, which are mainly project-based rental assistance (pbra) units, at 39 properties. Mdha is a housing authority, a community development agency, and a redevelopment agency.

position summary

under the direction of the director of compliance and risk management, the housing risk & insurance analyst supports mdha’s enterprise risk management program by coordinating insurance claims, analyzing loss trends, and advancing housing risk mitigation strategies across the agency’s affordable housing portfolio. The analyst serves as a primary resource for insurance and risk analytics, synthesizing incident data, benchmarking industry practices, and preparing reports and dashboards that inform leadership decisions and strengthen organizational resilience.

insurance

& claims analytics
  • coordinate insurance claims from initial reporting through final resolution, ensuring accurate documentation and timely communication with carriers, brokers, adjusters, tpas, contractors, and legal counsel.
  • monitor claim status, reserves, settlements, reimbursements, and payments; identify anomalies and elevate concerns as appropriate.
  • develop and maintain tracking tools and dashboards for claim aging, recovery rates, loss drivers, and key performance indicators (kpis) to support data-driven decision-making.
  • coordinate with finance to reconcile claim recoveries, reimbursement tracking, and payment discrepancies.
  • assist with fema, disaster recovery, grant, and other reimbursement documentation and reporting, as applicable.
housing risk & loss prevention
  • analyze trends in property damage, resident incidents, insurance claims, security events, emergency situations, and operational losses across mdha communities.
  • identify recurring issues and emerging risks that impact resident safety, asset protection, and organizational liability exposure.
  • collaborate with property management, maintenance, and other departments to recommend and support implementation of practical risk mitigation strategies and loss prevention initiatives.
  • contribute to risk assessments for new developments, capital projects, and major operational changes in the affordable housing portfolio
security risk coordination
  • work collaboratively with the security coordinator and assistant security coordinator to monitor security-related incidents and emerging risks.
  • coordinate documentation and claim support for incidents arising from security events, including property damage and liability exposures.
research, benchmarking & continuous improvement
  • research and benchmark risk management, insurance, safety, and operational practices used by housing authorities, governmental agencies, insurers, and industry organizations.
  • monitor hud guidance, industry regulations, carrier recommendations, and emerging technologies relevant to affordable housing risk and insurance.
  • develop data-informed recommendations for operational improvements, risk mitigation strategies, emergency preparedness, business continuity, and organizational resilience.
repayment agreements, tenant refunds & hud adjustments
  • monitor repayment agreements for regulatory and policy compliance.
  • calculate tenant refunds and retroactive charges based on corrections.
  • track and document over payments and underpayments to hud and coordinate resolution with finance.
third-party managed property oversight
  • conduct hap, occupancy, and subsidy integrity reviews for third-party managed sites submitting vouchers directly to hud.
