Full‑time professional or para‑professional experience in social services, human services, education, or experience determining eligibility or planning rehabilitation or employment services for individuals with disabilities may substitute for the required education on a year-for-year basis.

Necessary Special Qualifications
  • Complete a criminal history disclosure form in a manner approved by the appointing authority.
  • Agree to release all records involving their criminal history to the appointing authority.
  • Supply a fingerprint sample prescribed by the TBI by criminal history records check.
  • Submit to a review of their status on the Department of Health's vulnerable persons registry.
  • Possess and maintain reliable transportation.
Overview

An employee in this classification is responsible for professional pre‑employment transition services work. This class coordinates and/or provides services to individuals with disabilities in the selection, preparation for, and planning of individual pre‑employment transition services and arranges the delivery of services for potentially eligible and eligible students in conjunction with Local Education Agencies and other community partners.

This class differs from that of a VR Support Coordinator in that the latter serves as a liaison between eligible students, other customers, and internal/external partners. This class differs from the Field Supervisor 1 in that incumbents of the latter supervise employees in this classification.

Responsibilities
  • Complete applications, conduct interviews related to student education and employment needs and objectives, and evaluate documentation on students' disabilities to confirm compliance with federal rules and regulations. Collect and record required documentation and collaborate with VR counselors in determining eligibility, developing an Individualized Plan for Employment (IPE), and identifying and coordinating services.
  • Plan and conduct pre‑employment transition services for potentially eligible and eligible students to assist in securing employment or pursuing education. Conduct provider monitoring visits and review documentation and reports received from providers for timeliness, accuracy, quality of information, and the provision of quality services.
  • Analyze assessments to determine students' strengths, barriers, and capabilities for pre‑employment experiences. Negotiate clearly defined plans for service implementation and review and approve requests for work‑based learning experiences to ensure experiences meet the students' interest, are in an integrated setting, and meet the definition of competitive integrated employment.
  • Establish, build, and maintain collaborative relationships with students, internal/external partners, and Local Education Agencies. Conduct outreach and liaison activities, develop marketing materials and strategies, and attend community events to educate and increase awareness of services, obtain referrals, and enhance opportunities for recipients.
  • Review reports and data to ensure accuracy and quality of services provided, substantiate receipt of services, and ensure accurate payment to providers. Monitor students' participation in work experiences, make adjustments to IPEs as needed, and provide follow‑up until case closure.
  • Design and implement alternative service delivery options to meet individual students' needs and may complete referrals for assistive technology and/or assist with equipment pick‑up and delivery.
