Right of Way Office, 801 North Broadway Avenue, Bartow, Florida 33830.

Responsibilities
  • Assist with managing the administrative functions of the Right of Way office, such as purchasing, inventory, training, budget, revenue, invoicing and personnel related matters; perform special projects and statistical research requiring independent judgment.
  • Serve as the delegate to the District Right of Way Manager for email and calendar, and for the Workplace Contingency Plan data.
  • Process revenue received for lease payments and surplus sales in Receipt Processing System (RPS), and process invoices related to all phases of the eminent domain process via Right of Way Invoice Transmittals (RIT) including Land Agreements, Relocation Claims and Clerk of Court payments, in accordance with Section 215.422 F.S.; manage contracting responsibilities and miscellaneous invoices using RWMS and Contract Funds Management (CFM).
  • Create and monitor the cost center’s annual operating expense budget and forecast expenditures; serve as the Warrant Control Office ensuring warrants are received, secured and delivered in compliance with Florida Statutes and FDOT procedure.
  • Process all personnel actions including recruitment, selection & classifications; maintain personnel files and ensure security and confidentiality; provide assistance to staff on personnel policies and procedures; maintain a current organizational chart; serve as the People First Timekeeper.
  • Serve as Unit Custodian, maintaining accurate records and inventory for all cost center tangible property, conduct annual inventory, and ensure compliance with related policies.
  • Serve as Unit Training Coordinator to coordinate and assist with training needs; manage schedules of the District Rotation program, District High School Cohort programs, and Professional Engineers Trainee during Right of Way phases.
  • Monitor office supply needs and purchase supplies, secure travel related lodging, training/conference fees and other miscellaneous purchases for Right of Way staff using the State's Purchasing Card (PCARD) and process charges via Bank of America Works; assist staff with preparing travel authorizations and reimbursements in the State Travel Management System (STMS).
  • Serve on and support administrative support and special events committees such as Safety Coordination, New Employee Orientation, and Awards and Recognition as needed.

  • Responsible for adhering to the provisions and requirements of Section 215.422 F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedure; responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
Minimum Qualifications
  • Two years of administrative or clerical experience. An associate's degree from an accredited college or university can substitute for the required experience.
