Hiring Salary Range: $2,105.94 biweekly / $54,754.37 annually

The Work You Will Do

This position will create and publish solicitations known as Invitation to Bid, Request for Proposals, and Invitation to Negotiate. It will evaluate bids and proposals that correspond with the solicitations posted, facilitate public meetings to announce procurement solicitations and bid results, and process Purchase Orders through the Ariba System (My Florida Market Place). The role works closely with internal and external stakeholders to ensure timely contract execution.

Specific Responsibilities
  • Acquire commodities and contractual services through Invitation to Bid (ITB), Request for Proposal (RFP), Invitation to Negotiate (ITN), Single Source, and Exempt methods of procurement.
  • Seek approval from appropriate sources including Department of Transportation (Use the "Apply for this Job" box below). Department of Management Services (DMS), contract vendors, or others as specified by policy, procedure, and practice.
  • Process procurements from Prison Rehabilitative Industries and Diversified Enterprises (PRIDE), Rehabilitative Enterprises, Services and Products of Florida (RESPECT), DOT contract, Department of Management Services State contract; discretionary, and exempt sources through My Florida Market Place  (MFMP).
  • Review contracts for validity of pending action and follow through with timely, appropriate action.
  • Coordinate with project managers, the legal office, comptroller, and consultants/contractors/vendors to ensure timely action on existing contracts and document all procurement actions.
  • Analyze procurement requests, review specifications and scopes, provide instruction to project managers, and ensure proper solicitation development and critical event coordination.
  • Maintain contract files, prepare and manage supplements, amendments, time extensions, change orders, and renewals.
  • Conduct informal training sessions for project managers and cost center managers and consultants/contractors/vendors to improve understanding of the procurement process.
  • Assist project managers in resolving vendor performance and contract compliance issues.
  • Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes via the state's eProcurement system (MFMP).
  • Coordinate evaluation teams, review and evaluate quotes/bids/proposals/replies, and issue Purchase Orders and written agreements.
  • Oversee and coordinate tracking and reporting of procurement actions needed to meet Design‑Build commitments within deadlines.
  • Ensure approval of procurement-related information by Central Office prior to release and oversee Technical Advisor Presentations, Page Turns, Q&A sessions, and Selection Committees as required.
  • Participate in statewide meetings, conferences, and trainings to perform job responsibilities.
Required Knowledge, Skills, and Abilities

Other Job-Related Requirements
  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team.
