Overview
Performs highly responsible administrative and professional engineering work. Plays a critical role in shaping safe, efficient, and sustainable infrastructure—serving as a trusted advisor to city leadership and a steward of the built and natural environment. Plans, directs, promotes and continually monitors engineering, surveying, construction inspection and drafting of plans for municipal work projects. Ensures established mission, goals and objectives are accomplished in accordance with prescribed priorities, time limitations and funding conditions.
GeneralEngineering & Project Management
- Directs the review, design, construction, and inspection of City utility and engineering construction, improvement, and maintenance and repair projects.
- Supervise engineering consultants; serve as a technical resource across departments. Tracks and monitors contracts. Prepares bid specifications and estimates for contact construction projects.
- Interacts with, provides technical assistance and maintains effective work relations with regulatory agencies, consultants, contractors, and the general public.
- Reviews, evaluates and approves site plan proposals, engineering plans and plats for compliance with City codes and sound engineering practices.
- Leads the project management of the City’s Capital Improvement Plan (CIP), budgets, and grant funding strategies.
- Actively participates in strategic planning/budgetary efforts and promotes sound fiscal management practices. Collaborates with department directors and recommends strategies to the City Manager’s Office as needed to achieve the vision/direction for the City.
- Makes recommendations on the establishment, abolition and consolidation of ordinances, rules and regulations essential to program development and implementation. Exercises analytical, written, verbal and computer application skills to create formal presentations; prepares and presents clear and concise information reports.
- Establishes performance measures and reports outcomes to Department directors and City Management.
- Presents reports, information and data to the Commission, Senior Management, and Advisory/Community groups.
- Participates in short and long-term strategic planning efforts for the City.
- Informs the department directors and City Manager’s Office on the status and accomplishments of all assigned programs and initiatives.
- Manages and updates utility and engineering records. Maintains and updates drawings of utility/drainage infrastructure, treatment plants, lift stations, streets, sidewalks, intersections and other related facilities. Periodically conducts field inspections to monitor the status of construction projects through completion and resolves any identified problems or conflicts.
- Prepares budget estimates, supports budget recommendations and ensures expenditures do not exceed that which is budgeted annually.
- Maintains professional and effective relationships with city officials and the general public. Reviews, investigates and responds to appropriate agency and/or customer complaints. Conducts and attends a variety of meetings and conferences. May operate a city vehicle to travel to various locations to perform work.
- Plan and oversee road improvement projects, intersection upgrades, and multimodal transportation efforts including sidewalks, trails, and bike lanes.
- Oversee traffic studies and implement strategies to improve flow and safety across Bartow’s transportation network.
- Coordinate with Polk County and FDOT on regional mobility initiatives and shared infrastructure.
- Ensure reliable delivery of potable water and effective management of the City’s wastewater treatment systems.
- Oversee water quality compliance per Florida Department of Environmental Protection (FDEP) and EPA regulations.
- Guide planning for future service areas, system rehabilitation, and infrastructure modernization.
- Support conservation programs and integration of smart water technologies.
- Design and manage stormwater systems to reduce flood risk and maintain water quality in alignment with NPDES requirements.
