Overview
Performs advanced level accounting analysis. Prepares various financial reports in keeping with City ordinances and established policy and procedures, professional work involving a variety of accounting tasks, maintaining and preparing complex financial reports. Reports to the Finance Director.
Responsibilities- Prepares the quarterly Financial Report for the Finance Director to present to the City Commission.
- Prepares the monthly reconciliation of all bank statements and Bank Account Balance Report.
- Prepares Monthly Cashier Over/Shortage Report.
- Prepares fixed assets schedules, additions, deletions, and reconciliation of G/L accounts.
- Prepares supporting schedules for the Annual Financial Report (AFR)/Audit.
- Prepares monthly taxes including Utility Sales Tax, Commercial Sales Tax, Polk County Public Service Tax and Gross Receipt Tax.
- Calculates and posts General Pension shortfall.
- Processes ACH & Check payments for Deferred Compensation, Union Dues, and Pension.
- Prepares annually the Municipal Electric Assessment Fees Report, Florida Department of Transportation FHWA-536 Report, Annual Public Service Commission Report, EIA-861 Annual Electric Power Report, U.S. Census Report, Public Annual Depositor Report and Florida Unclaimed Property Report.
- Prepares Foster & Foster Census Data Reports and Fire and Police Annual Calendar Year Retirement Trust Fund Reports.
- Imports ADP Payroll file to INCODE each pay period.
- Prepares Utility Billing Analysis and Interest Schedule at year-end.
- Prepares Firefighter Compensation Requests Report.
- Prepares Library Coop Quarterly Wages and Travel Reimbursement Billing.
- Posts Annual Approved Budget, as well as any Budget Amendments, once ADA Compliant, to the City’s website.
- Prepares OPEB data requested by Foster & Foster every other year.
- Serves as backup for Payroll when HR Specialist is absent.
- Prepares any other reports, as required by the Finance Director and Assistant Finance Director.

- Advanced knowledge of theory, principles, methods and practices of governmental accounting.
- Ability to assist the Finance Director and Assistant Finance Director with ad hoc projects as needed.
- Advanced knowledge of federal, state and local laws, policies and procedures concerning governmental fiscal operations.
- Advanced knowledge of standard office procedures, practices and equipment.
- Advanced knowledge of spreadsheet and word processing software; ability to understand and follow oral and written directions.
- Skill in the use of a variety of software programs; ability to establish and maintain effective working relationships with vendors, associates, and the general public.
- Ability to establish and maintain effective working relationships with other city employees and the general public.
- Ability to work independently.
Education and Experience: Bachelor’s degree from an accredited college or university in accounting or related field; 5-7 years of experience in accounting in a government entity; lead or supervisory experience; or an equivalent combination of relevant education and experience which provides the necessary knowledge, skills, and abilities and other competencies necessary for the position.
Licenses, Certifications,Special Requirements
- Valid State of Florida Driver’s License
- Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) is preferred or willingness to obtain such certification within 2 years of employment.
