Overview

We are seeking a hands-on and strategic HR Leader to build and lead the Human Resources function from the ground up for our new manufacturing facility in Batam, Indonesia.

In this role, you will act as the foundational business partner to the Plant Manager, establishing all HR systems, policies, and local networks to ensure a compliant, productive, and harmonious launch. You will serve as the critical bridge between headquarters, local operations, and Indonesian government authorities, ensuring smooth setup and sustainable growth.

Key Responsibilities
  • Factory Setup, Compliance & Government Affairs (Key Focus)
    • Government Liaison & Licensing:
      Act as the primary owner for all government relationships. Secure and maintain all necessary operational permits (e.g., WLK, RPTKA for expatriates) from Dinas Tenaga Kerja (Disnaker), Immigration, and other local authorities in Batam.
    • HR System Foundation:
      Develop, implement, and maintain the first set of HR policies and procedures (Company Regulations / Peraturan Perusahaan) in full compliance with Indonesian Labor Laws.
    • Legal & Compliance

      Risk Management:

      Provide expert advice to management on labor law application, termination procedures (PHK), and contract management (PKWT/PKWTT) to mitigate risks during the startup phase.
    • Pioneering Recruitment:
      Lead the end-to-end recruitment strategy to build the initial team for factory commissioning and ramp-up. This includes sourcing and hiring large volumes of blue-collar workers (Operators/Technicians) and key white-collar staff locally in Batam.
    • Expatriate Management:
      Oversee the entire process for expatriate employees, including RPTKA/KITAS application, relocation, and onboarding to ensure a smooth transition.
    • Organizational Planning:
      Design the initial organizational structure and manpower planning to meet early production targets and growth projections.
  • Industrial Relations (IR) & Employee Relations
    • Union Relationship Establishment:
      Proactively establish and manage relationships with local Labor Unions (Serikat Pekerja) to foster industrial peace from the outset. Lead Bipartite meetings and handle potential disputes effectively.
    • Employee Relations Climate:
      Develop initiatives to build a positive work culture, manage employee grievances, and ensure open communication channels are in place early on.
    • C&B Structure Setup:
      Design and implement the inaugural compensation & benefits structure, ensuring competitiveness in the Batam market and compliance with the local Minimum Wage (UMK).
    • Payroll Operations:
      Supervise the accurate and timely processing of monthly payroll, including overtime, allowances, and statutory deductions.
  • HR Operations, General Affairs (GA) & Employee Welfare
    • GA Function Setup:
      Oversee the establishment of the General Affairs function to support daily factory operations. Manage vendors for security, cleaning, catering, and facility maintenance.
    • Welfare Programs:
      Implement employee welfare programs and manage facilities such as dormitories (if applicable) and transportation.
  • Performance Management & Development
    • Performance System Implementation:
      Introduce and manage the performance appraisal cycle and KPI framework for all employees.
    • Training Coordination:
      Identify training needs and coordinate essential programs, including mandatory safety training (K3) and technical skill development.
Qualifications
  • Bachelor’s Degree in Law, Human Resource Management, Psychology, or Business Administration. A Master’s degree is a plus.
  • 7-10 years of progressive HR experience within a manufacturing or industrial setting.
  • Proven experience in supporting the setup or early-stage operation of a manufacturing plant in Indonesia is a MUST.
  • At least 3 years in a full-fledged HR Managerial role with independent responsibility.
  • Strong, verifiable track record in handling Industrial Relations and Government Affairs in Batam or similar Indonesian industrial zones.

  • Practical Legal Knowledge:
    Deep, applied understanding of the Omnibus Law (UU Cipta Kerja) and its implications for daily factory HR operations.
  • Bahasa Indonesia:
    Native proficiency;
    Mandarin:
    Fluent;
    English:
    Business Proficiency (Written & Spoken).
