Position: WIC Program Manager (50198)

Midcoast Maine Community Action (MMCA) is seeking a dedicated and experienced WIC Program Manager to lead the Women, Infants, and Children (WIC) Nutrition Program, with responsibility for the overall administration, leadership, and management of the program to ensure high-quality services are delivered in compliance with federal and state regulations. The WIC Program Manager oversees daily operations, fiscal management, staffing, and program performance, serves as the primary liaison with the State WIC Office and community partners, and provides supervision and technical support to staff delivering nutrition education and counseling services, while also offering direct client services as needed.

Key Responsibilities
  • Program Leadership & Operations
    • Plan, manage, and coordinate daily WIC clinic operations, including staff scheduling, service monitoring, quality assurance, and program evaluation
    • Ensure excellence in nutrition education services and monitor staff performance standards
    • Collect and evaluate participant feedback to improve service delivery
    • Maintain a breastfeeding-friendly environment
  • Staff Management
    • Recruit, hire, train, supervise, and evaluate WIC program staff
    • Ensure staff complete required training, continuing education, and CEUs
    • Maintain accurate staff training and certification records
    • Lead monthly staff meetings
  • Compliance & Reporting
    • Serve as the local agency representative at State WIC meetings
    • Prepare and submit required reports to the state agency
    • Support audits, Management Evaluation Reviews (MER), and grant/RFP processes
    • Ensure full compliance with federal and state WIC regulations
  • Program Development & Coordination
    • Assist with development of program procedures, work plans, budgets, and special initiatives
    • Build and maintain partnerships with community organizations
    • Coordinate services to support families and increase program visibility
  • Client Services
    • Determine eligibility and nutritional risk for WIC participants
    • Conduct nutrition assessments and provide education and counseling
    • Support the health of pregnant, postpartum, and breastfeeding women, infants, and children under age five
Qualifications
  • Education & Experience
    • Bachelor’s degree in Nutrition, Public Health, or a related field (required)
    • Registered Dietitian (RD) preferred
    • Minimum of 3 years relevant experience (5 years preferred)
    • Prior management experience, including supervision and staff development
    • Experience with program coordination and community partnerships
    • Administrative or grant management experience (preferred)
  • Knowledge & Skills
    • Strong understanding of family systems and ability to build rapport with diverse populations
    • Excellent written and verbal communication skills
    • Strong organizational and time management abilities
    • Knowledge of social services and community resources for low-income families
    • Understanding of mandated reporting laws
  • Additional Requirements
    • Successful completion of background checks (criminal, child protective services, sex offender registry, and motor vehicle records)
    • Medical documentation including health statement, immunizations, TB and Tdap
    • Valid driver’s license and reliable transportation
    • Must be insurable under agency policy if transporting clients
Physical Requirements
  • Ability to sit or stand for extended periods
  • Frequent use of hands for typing and handling materials
  • Ability to lift, bend, kneel, and interact with children at floor level
  • Ability to travel between worksites
Work Environment
  • Primarily office-based with work in early childhood centers and community locations
  • Moderate noise levels; occasional exposure to bodily fluids
  • Local and occasional out-of-state travel may be required
  • Evening or weekend hours may occasionally be necessary
