Overview
The Louisiana Department of Health (LDH) seeks a Lead Accountant for the Cash Management Unit within the Division of Fiscal Management. The role is responsible for financial operations, revenue deposit functions, and the implementation of policies and procedures across LDH agencies.
Minimum Qualifications- Three years of experience in accounting, auditing, financial operations, payroll, or banking;
- Six years of full-time experience in any field plus twenty-four semester hours in accounting;
- A bachelor’s degree with twenty-four semester hours in accounting;
- A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics;
- An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics;
- Possession of a Certified Public Accountant (CPA) license.
Experience Substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field (maximum substitution: 120 semester hours, equivalent to four years).
Job Duties- Manages daily, monthly, and quarterly accounting activities for the Medical Assistance Trust Fund, including billing, reconciliations, audits, analysis, and payment posting.
- Performs cash management, revenue control, accounts receivable, accounts payable, funds disbursement, expenditure control, and program analysis.
- Implements and maintains financial operating policies and coding structures to ensure timely and accurate services.
- Conducts detailed accounting research, prepares fiscal reports for revenue monitoring, forecasting, and reconciliation.
- Collects, analyzes, and tracks Hospital Stabilization Assessments, Ambulance Assessments, and Outstation data for auditing and compliance.
- Establishes and maintains audit‑ready financial files, schedules, and subsidiary records; communicates with internal and external partners such as OSRAP, State Treasury, Legislative Auditors, and LDH leadership.
- Exercises independent judgment in carrying out responsibilities under the direction of the Accountant Manager.

Appointment Type: Probationary or Job appointment (temporary up to 48 months)
Career Progression: Opportunity to advance within the Accountant series 1–4.
Compensation: Special Entrance Rates (SER):
- Accountant 1 – $21.63 /hr (≈$1,730.40 bi‑weekly)
- Accountant 2 – $23.14 /hr (≈$1,851.20 bi‑weekly)
- Accountant 3 – $26.50 /hr (≈$2,120.00 bi‑weekly)
- Accountant 4 – $30.35 /hr (≈$2,428.00 bi‑weekly)
