LEMOINE, a Great Place to Work®-Certified company is seeking an experienced Preconstruction Manager/Estimator in support of disaster response and recovery operations. The Preconstruction Manager/Estimator is responsible for preparing conceptual, negotiated, and competitive bid estimates while working closely with Project Managers, internal support teams, and clients to deliver accurate and reliable pricing. This role supports the estimating team with day‑to‑day technical estimating responsibilities and may serve as the lead estimator on small projects.
All efforts are focused on minimizing project risk and supporting Lemoine's Foundations for Successful Execution.
- Review plans, specifications, and owner requirements with the preconstruction team across all design phases.
- Assist with preparing project estimates, including quantity takeoffs, scopes of work, bid tabulations, and bid proposals.
- Help process RFIs, clarifications, addenda, and maintain contract document lists.
- Support bid day activities by confirming subcontractor coverage, responding to inquiries, and ensuring complete and accurate scope coverage.
- Assist with subcontractor prequalification, sourcing new trade partners, and maintaining positive subcontractor relationships.
- Support preconstruction budgeting efforts, including value analysis, buyouts, and estimate reviews.
- Participate in plan reviews and internal coordination to ensure accurate and well‑aligned estimates.
- Support team development through training, mentorship, and collaboration.
- Bachelor’s Degree from an accredited University in Construction Management, Engineering, or related curriculum or equivalent work experience.
- 5+ years of professional experience in estimating/preconstruction role for a commercial general contractor or subcontractor.
- Strong computer skills and familiarity with Microsoft Office Suite and estimating software programs.
- Solid skills in the areas of math, budgeting, financial analysis, as well as excellent teamwork, communication (written and oral), and interpersonal skills.
- Federal estimating experience strongly preferred.
