Project Manager – Heavy Civil Construction
McMillen, Inc. is seeking a highly skilled Project Manager – Heavy Civil Construction to join our growing construction division. This position will travel throughout the Southern Central states and manage heavy civil jobs ranging from $5M to $75M. The role reports to the Operations Manager and involves planning, directing, coordinating, and budgeting construction and maintenance activities for structures, facilities, and systems.
The Project Manager will assist in conceptual development, scheduling, and implementation of projects, including hard bid, CM, and Design‑Build projects.
Initial project assignment will be located in Ardmore, Oklahoma.
Responsibilities- Manage mid to large‑scale projects with moderate to high risk levels.
- Operate with minimal oversight from the Construction Operations Manager, Director of Construction, and VP.
- Oversee multiple construction projects in various stages of completion.
- Coordinate with Operations Manager to ensure project performance meets goals.
- Implement Corporate Safety Policy on all assigned projects.
- Provide mentorship and guidance to Assistant Project Managers, Project Assistants, and Project Engineers.
- Generate Work Plans for all assigned projects.
- Schedule the project in logical steps and budget time to meet deadlines.
- Determine labor requirements and work with manpower coordinator to dispatch workers to sites.
- Inspect and review projects to monitor compliance with building and safety codes and other regulations.
- Interpret and explain plans and contract terms to staff, workers, and clients, representing the owner or developer.
- Prepare contracts and negotiate revisions, changes, and additions with architects, consultants, clients, suppliers, and subcontractors.
- Obtain all necessary permits and licenses or coordinate with environmental and regulatory staff to assure compliance before mobilization.
- Fill in for Project Superintendents as needed to direct and supervise workers.
- Study job specifications to determine requirements and appropriate construction methods.
- Requisition supplies and materials to complete construction projects.
- Prepare and submit budget estimates and progress and cost tracking reports.
- Develop and implement quality control programs.
- Take actions against delays, adverse weather, or emergencies at construction sites.
- Confer with supervisory personnel, owners, contractors, and design professionals to resolve issues.
- Plan, organize, and direct activities concerning construction and maintenance of structures, facilities, and systems.
- Investigate damage, accidents, or delays to ensure proper procedures are followed.
- Evaluate construction methods and determine cost‑effectiveness using computer tools.
- Lead medium to large‑scale Design‑Build projects.
- Review owner contracts.
- Review project estimates at different design phases (30%, 60%, etc.).
- Provide constructability review and coordinate with design engineers.
- Create and prepare outgoing correspondence to clients, subcontractors, and other entities.
- Ensure documents submitted to clients are in McMillen format.
- Assist in preparation of Owner Payment Applications.
- Provide Project Closeout Documents to facilitate substantial completion and initiate warranty periods.
- Track projects throughout the warranty period and provide final closeout documentation upon completion.
- Bachelor’s degree in Engineering, Construction Management, or a related field, or minimum of five years of comparable experience.
- Minimum 5–8 years of experience managing heavy civil design‑build projects, covering all phases from design and approvals to procurement, construction, and implementation.
- Regular, predictable attendance required.
- Ability to work effectively with others.
The job requires frequently standing, walking, using hands, reaching, climbing, stooping, kneeling, crouching, and occasionally lifting or moving up to 50 pounds. Compensation & Benefits- Pay Range: $130,000 – $160,000 (DOE)
