Position: Construction Inspector (SCA) - Military Services Group at American Water Fort Polk, LA

Construction Inspector (SCA) – Military Services Group – Fort Polk, LA

Primary Role:
Coordinates, inspects and assists with the construction of new water treatment plant and distribution as well as wastewater treatment plant and sewer collection system components in accordance with approved construction and engineering specifications, policies and practices of the Company. Utilizes expertise in construction field management, quality assurance, quality control, and report documentation. Serves as the primary field contact between the Construction Manager and General Contractors for water and wastewater utilities.

Accountabilities
  • Perform field inspections of the construction and maintenance of water distribution systems and sewer collection facilities, including earthwork, concrete, piping, painting, mechanical, electrical and instrumentation.
  • Interpret and enforce contract documents and specifications; communicate deficiencies to appropriate personnel.
  • Utilize testing procedures, inspection protocols and construction inspection techniques to perform QA/QC functions; recognize potential conflicts with other underground facilities and utilities.
  • Work with contractors to schedule utility outages in accordance with company contract terms and customer requirements; coordinate and approve contractor activities.
  • Participate in construction meetings, providing information on schedule compliance, change orders and coordination; maintain standards by coordinating with engineering personnel and outside construction firms.
  • Review contractor safety programs and enforce compliance with safety regulations; perform all functions safely, following environmental, health and safety policies and using proper personal protective equipment.
  • Compile information, prepare construction reports and review as-built drawings; assist with permits, maps, charts or related records.
  • Perform other related functions assigned or as they arise.
Knowledge/Skills
  • Experience with construction inspections of water and wastewater facilities or large infrastructure projects.
  • Problem‑solving ability and adaptability in situations with limited standardization.
  • Skill in reading and interpreting construction drawings, plans, specifications, and contract documents; proficiency in applying material testing procedures.
  • Ability to prepare, organize and maintain inspection field and office data, reports and systems.
  • Strong basic math skills, including calculations with units of measure, rates, ratios, percentages, area and volume.
  • Effective oral and written communication skills for conveying complex technical information to contractors, employees, consultants and government representatives.
  • Knowledge of civil engineering principles, practices and methods applicable to water and wastewater facilities.
  • Working knowledge of applicable laws, standards and regulations relating to construction, inspection and safety; familiarity with inspection methods.
  • Broad knowledge of water distribution and wastewater collection systems and their construction, maintenance, testing and disinfection.
  • Working knowledge of engineering drawings, cut sheets and stakeouts.
Experience / Education
  • High School Diploma or GED with at least five (5) years of experience in water/wastewater distribution and construction of water distribution systems.
  • Inspection experience in the water and wastewater industry; minimum five (5) years.
Certifications / Licenses
  • Preferred:
    Industry‑related certifications or training, technical associate’s degree, or bachelor’s degree in civil engineering or a related field.
  • Valid motor vehicle operator’s license with an acceptable driving record.
Work Environment
  • 20% office; 80% field.
  • Regular work in outdoor weather conditions; frequent exposure to moving mechanical parts, extreme heat or cold, wet or humid conditions, fumes, airborne particles; noise level usually loud.
  • May work at height, in precarious places, and in high‑temperature or high‑humidity environments.
  • Requires ability to pass a Department of Defense background check for access to the military installation.
Travel Requirements

Up to 5% of the time spent traveling within the United States for site visits and meetings.
