Position: Engineer 7 (Publications Unit)

Plan Quality Engineer 7

This position is responsible for the administration and direction of the following:

  • Specifications Unit of DOTO
  • Technical Manual & Document Manager
  • Value Engineering and Cost Estimation Engineer

While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations and DOTD policies, procedures, manuals, and directives.

Minimum Qualifications:

Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or Seven years of professional engineering experience. EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana.

If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met. Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Job Duties and Other Information:

Job Duties:

  • Specifications Unit Administration:
    Administers and directs the unit that serves as DOTD's technical expert and caretaker of the standard specifications, standard plans, and technical policies.
  • Technical Manual & Document Administration:
    Coordinates the review, approval, and implementation process of new and revised standard plans, technical manuals, documents, and associated policies to ensure conformity and compatibility of various interests throughout DOTD.
  • Value Engineering and Cost Estimation Administration:
    Oversees the value engineering of projects for DOTO as well as the creation and maintenance of cost estimation information and programs for all statewide construction projects.
  • FALCON Questions & Answer Administration:
    Serves as a department-wide expert adviser to Project Managers who receive FALCON questions from contractors. Advises with a focus on specifications-related questions that could cause change orders and increase project costs. Ensures that errors in existing specifications, technical manuals, and documents found during the Q&A administration are referred to the Technical Manual & Document Manager for further action.

Compensation:
This position has a Special Entrance Rate (SER) of $3,481.60 biweekly.
