The Louisiana Department of Treasury is the financial backbone of the state, safeguarding and optimizing the use of public funds. The mission of the Department is to manage state funds by promoting prudent cash management and investment strategies as well as monitoring, regulating and coordinating state and local debt obligations as mandated by the Constitution and the laws of the State of Louisiana.

This advanced-level position in the Cash Management section of the Office of State Depository Control, within the Louisiana Department of Treasury, plays a key role in the oversight and daily operation of the State’s centralized depository account. The incumbent performs in-depth fiscal analysis and accounting work related to the State’s pooled cash management system, which handles approximately $127 million in daily transactions.

Responsibilities include reviewing and recording investment and banking transactions, identifying and reconciling electronic fund transfers, and ensuring accurate documentation and reporting within the statewide accounting system. The work supports Treasury’s constitutional responsibility to manage and safeguard state funds with integrity, transparency, and accuracy.

What We’re Looking For:
  • Experience: Demonstrated expertise in accounting, auditing, budgeting, or financial management. Experience with LaGov or similar financial systems is highly desirable.
  • Knowledge: Familiarity with state constitutional and statutory requirements is an advantage.
  • Skills: Strong analytical, problem-solving, and communication skills are essential.

Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics; OR

A bachelor’s degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

Possession of a Certified Public Accountant (CPA) license.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Perform fiscal analysis of daily banking activity and ensure accurate identification and recording of electronic fund transfers (EFTs) and deposits in the statewide accounting system.
  • Record investment transactions processed by the Treasury’s Investment Division, including purchases, sales, and maturities.
  • Prepare journal vouchers and supporting documents to classify state receipts, disbursements, and adjustments.
  • Review and classify monthly credit card merchant fees and federal receipts requested by state agencies.
  • Monitor, research, and resolve unidentified transactions and discrepancies in bank reports.
  • Generate and maintain various financial and deposit reports used for reconciliation and audit purposes.
  • Communicate with state agencies and bank personnel to resolve fiscal and accounting issues.
  • Respond to audit requests and provide documentation to internal and external stakeholders.
  • Serve as a functional lead or mentor to less experienced analysts and support special Treasury projects as needed.
