Accountant Manager 3 – Baton Rouge, LA
The Louisiana Works (LW) Office of Management and Finance (OMF) seeks an experienced accounting professional to oversee fiscal operations as a senior fiscal manager within the Fiscal Division. The incumbent will lead budgeting, procurement, payroll, and other key financial programs, providing technical guidance to staff and advisory support to executive leadership.
Responsibilities- Directs the planning, organization, and evaluation of fiscal operations through subordinate managers, ensuring alignment with departmental goals and regulatory requirements.
- Provides guidance, consultation, and technical direction to Accountant Managers and staff on complex fiscal and regulatory matters.
- Directs and oversees daily accounting operations and financial reporting activities supporting all Louisiana Works programs.
- Establishes and enforces procedures governing payment processing, approvals, and documentation to ensure accuracy, timeliness, and audit readiness.
- Advises executive leadership on fiscal implications and provides recommendations related to financial strategy, policy development, and legislative initiatives.
- Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR
- Six years of full‑time experience in any field plus twenty‑four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
- A bachelor’s degree with twenty‑four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
- A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
- An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
- Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience.
