Budget Manager
The mission of the Department of Insurance is to enforce the insurance laws and regulations of the state impartially, honestly and expeditiously.
The Louisiana Department of Insurance is seeking a Budget Manager to join the Office of Management & Finance/Budget Division. In this role, you will serve as the primary assistant to the Budget Administrator and provide functional oversight of the Department's daily budgetary operations. The position plays a key role in developing and managing the Department's complex budget, analyzing financial and expenditure data, monitoring funding availability, and providing critical budget information to executive leadership.
You will also supervise budget staff and coordinate with internal and external partners on budget development, legislative requests, revenue projections, and financial reporting. Seven years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR Six years of full-time work experience in any field plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services;
OR A bachelor's degree plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR An advanced degree in business administration, accounting, finance, public administration, or statistics plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job Duties:
As a Budget Manager in the Office of Management & Finance/Budget Division, you will/may:
- Assist the Budget Administrator with the development, preparation, and management of the Department's annual budget.
- Analyze budget, expenditure, and revenue information to evaluate funding needs, monitor spending, and identify potential budget issues.
- Coordinate budget requests, adjustments, transfers, and other budgetary actions throughout the fiscal year.
- Monitor the Department's budget and revenue activity and prepare financial reports, projections, and analyses for executive management and legislative stakeholders.
- Review purchase and contract requests to ensure funding availability and compliance with budgetary requirements.
- Provide budget guidance and training to Department staff on budget preparation, expenditure tracking, salary projections, and related financial processes.
- Assist with legislative budget requests, fiscal notes, and responses to inquiries from the Legislature, Legislative Fiscal Office, and Division of Administration.
- Supervise assigned budget staff, including work assignments, performance management, leave approval, and participation in hiring activities.
- Assist the Budget Administrator with developing budgetary controls, procedures, goals, and performance measures for the Budget Division.
- Perform special projects and other related duties as assigned.
